Recently, Bert Voskuil involved the Asser Institute and, in particular, its Department of International Commercial Arbitration in his keen interest in exploring ways and means of improving the functioning of the Permanent Court of Arbitration (‘PCA’) and of making it more attractive to parties to disputes. One cannot but approve this initiative as it is regrettable that the PCA is under-utilized whilst it has every potential in it to be a prominent forum for international arbitration.
