In order to sound opinion at sea internationally on the idea of introducing some form of routing in the Dover Strait, the Dover Strait Working Group (which was sponsored jointly by the British, French and German Institutes) circulated a questionnaire on the subject to some 10,000 ships, through the International Chamber of Shipping on a basis of national tonnage, and independently to shipping outside the International Chamber.
