The value of archaeological heritage: an analysis by the Professional Association of Spanish Archaeologists (APAE)

Abstract
The paper begins by underlining the existence in Europe of two opposing views on the role that archaeology is to play: the Anglo-American conception and the Mediterranean one. The Spanish situation should be understood within the second, by analysing the legislative, economic, and social background of archaeological activity in the country and by stressing the determining role that the state plays. Next, reference is made to the development of archaeological enterprises created during the last decade, which coincides the recommendations made by the European Council. The general lack of participation by private sponsors in archaeological activities is discussed, followed by a reflection on the legal conditions of the commerce of archaeological goods and the role played by various kinds of institutions and private collectors in the encouragement of plunder. The conclusion stresses the relevance that institutions such as the EAA can have on safeguarding the European archaeological heritage - bearing in mind a respectful attitude towards the different national feelings - by their contribution towards increased integration.
Dieser Artikel beginnt mit dem Herausstreichen von zwei sich gegenüberstehenden Sichtweisen in Europa, die jeweils die Rolle bestimmen, die die Archäologie zu spielen habe: die anglo-amerikanische und die mediterrane Sichtweise. Wenn man den gesetzgeberischen, wirtschaftlichen und sozialen Hintergrund der spanischen Archäologie analysiert und die entscheidende Rolle sieht, die der Staat dabei spielt, muß man die spanische Situation innerhalb der zweiten Sichtweise einordnen. Als nächstes wird Bezug genommen auf die Entwicklung von archäologischen Unternehmen, die während des letzten Jahrzehnts entstanden, was den Empfehlungen des Europarats entspricht. Der allgemeine Mangel von Beteiligungen privater Sponsoren an archäologischen Aktivitäten wird diskutiert. Daran schließt sich an eine Betrachtung der Gesetzesverhältnisse für den Handel mit archäologischen Objekten und der Rolle, die unterschiedliche Arten von Institutionen und Privatsammler(inne)n bei der Motivation zum Plündern spielen. Zum Schluß wird die Wichtigkeit betont, die Institutionen wie die EAA für den Schutz des archäologischen Erbes Europas durch ihren Beitrag zu einer zunehmenden Integration haben können - wobei freilich eine respektvolle Haltung gegenüber verschiedenen nationalen Gefühlen nicht vergessen werden sollte.
Comenzamos subrayando la existencia en Europa de dos consideraciones opuestas sobre el papel que la Arqueología debe desarrollar: la concepción anglosajona y la mediterránea. Argumentamos que la situación española debe entenderse dentro de la segunda, analizando el fondo legislativo, económico y social de la actividad arqueológica en nuestro país, y poniendo especial énfasis en el papel determinante que el Estado juega. Después nos referimos al desarrollo de las empresas arqueológicas creadas durante la última década, que coincide con las recomendaciones realizadas por el Consejo Europeo. También discutimos la escasa participación de los patrocinadores privados en las actividades arqueológicas. Finalmente, introducimos una refléxión sobre las condiciones legales del comercio de los bienes arqueológicos y el papel jugado por cierto tipo de instituciones y coleccionistas privados en el fomento del expolio. Luego, concluímos subrayando la relevancia que iniciativas como la E.A.A. pueden representar en la salvaguardia del patrimonio arqueológico europeo – teniendo en cuenta una actitud respetuosa hacia las diferentes sensibilidades nacionales - comprendido como un elemento de integración.
