Le CICR a adressé, le 7 décembre 1982, sous forme de note verbale, le Mémorandum ci-après aux vingt-sept Etats Parties au Protocole I du 8 juin 1977, ainsi qu'aux autres Etats Parties aux Conventions de Genève. Les Organisations internationales intéressées out également reçu copie du Mémorandum, de même que les Etats non Parties aux Conventions de Genève.
