Le début des années 1980 a constitué un tournant dans l'aide humanitaire. La plupart des grandes agences impliquées dans la gestion des situations d'urgence ont pris conscience de la nécessité de rendre plus efficace l'aide apportée aux victimes de catastrophes.

Cette tendance s'est manifestée dans plusieurs directions, par exemple:

• promotion de l'approche préventive

• codification des procédures d'évaluation

• standardisation des médicaments et des équipements

• rationalisation des critères d'intervention

• renforcement de la coordination entre les agences humanitaires.
