The Statement of the Socialist countries of Eastern Europe, appearing at I.L.M. page 1344, is reproduced from Chapter I of the text of the Report.

[Resolution 3 (III), adopted at the third session of the Intergovernmental Group on Transfer of Technology held from July 15 to July 26, 1974, directed the Group of Experts to develop a draft outline of a code of conduct on transfer of technology. The Report is the outcome of a meeting of the Group of Experts held in Geneva from May 5 to May 16, 1975. The Group, comprised of experts from forty-three countries, was unable to reach consensus on a single draft outline at the May meeting. The major proposals under consideration are reproduced here. The date for the next meeting of the Intergovernmental Group of Experts had not been set as of August 15, 1975. Consensus is expected on a code of conduct prior to that meeting.

[The Group of 77 is comprised of developing nations. Group B is comprised of developed nations. Group D is comprised of the Socialist nations of Eastern Europe.]
