[The text of the Operating Agreement on the International Maritime Satellite Organization (INMARSAT) and the Sessional Act of the Second Session of the Conference appear at 15 I.L.M. 219 (1976). The only amendments to the Operating Agreement adopted by the Third Session were the testimonium and a revised annex on investment shares prior to the first determination on the basis of utilization. The revised annex appears at I.L.M. page 1075.]

* [Article 13(1)(a) of the Operating Agreement specifies a Council with eighteen representatives based on investment shares. A compromise was reached wherein Kuwait and Poland were both listed in the Annex at 1.48%. Each will be entitled to a seat on the Council, provided one of them or other signatories do not combine investment shares so as to exceed 1.48%, thus securing the right to be on the Council.]
