[The Inter-American Juridical Committee approved the statement on October 5, 1970, by a vote of 7 in favor, none against,and 4 abstentions. Jorge A. Aja Espil, William S. Barnes, Cuthbert Joseph, Adolfo Milina Orantes, Alejandro Montiel Arguello, Americo Pablo Ricaldoni and Vicente Rao voted for the statement; Jose Joaquin Caicedo Castilla, Francisco Gonzalez de la Vega, Alberto Ruiz-Eldredge and Edmundo Vargas Carreno abstained.
