[The Simla Agreement of August 4, 1972, and the statement concerning its implementation appear at 11 International Legal Materials 954 (1972).

[On May 11, 1973, Pakistan filed an Application with the International Court of Justice instituting proceedings against India with respect to the trial of Pakistani prisoners of war and requesting interim measures of protection. The Court held public hearings on the request for interim measures on June 4, 5 and 26, 1973, but by a letter of July 11, 1973, Pakistan asked the Court to postpone consideration of this request due to the negotiations taking place between India and Pakistan. By an Order of July 13, 1973, the Court stated that it was no longer seized of the request for interim measures and that the written proceedings should first be addressed to the question of the Court’s jurisdiction. The time-limits for filing were extended by an Order of September 29, 1973, the Memorial of the Government of Pakistan being due by December 15, 1973 and the Counter-Memorial of the Government of India by May 17, 1974.]
