[Fourteen states voted in favor of the resolution: Argentina, Bolivia, Brazil, Colombia, Costa Rica, Dominican Republic, El Salvador, Guatemala, Haiti, Honduras, Nicaragua, Panama, Paraguay, and United States. Five voted against: Chile, Ecuador, Mexico, Peru, and Uruguay. Venezuela abstained.
