[Under Article 13, the Supplementary Agreement will enter into force when it is signed by all the parties to the Special Agreement.As of June 22, 1965,the following governments or communications entities that are parties to the Special Agreement had not yet signed the Supplementary Agreement on Arbitration: Ministry of Posts, Telecommunications, Public Works and Transportation of Algeria; National Telecommunications Council(Brazil); Government of Chile; Government of India;Ministry of Communications of Iraq; Ministry of Posts, Telegraphs, and Telephones of Kuwait; Government of the Principality of Monaco; Ministry of Communications of Saudi Arabia; Department of Posts and Telegraphs of the Government of the Republic of the Sudan; Ministry of Communications of the Syrian Arab Republic; Secretariat of State for Post, Telegraph and Telephone of Tunisia; Government of the United Arab Republic.

[The governments of each of the parties to the Special Agreement are parties to the Agreement Establishing Interim Arrangements for a Global Commercial Communications Satellite System. Uruguay, which had signed the inter-governmental agreement, did not sign the Special Agreement by May 20, 1965, and under the terms of Article XII(f) and (g) of the inter-governmental agreement its signature to the inter-governmental agreement is now without effect.]
