Richardus, Dei gratia rex Angliae et Franciae et dominus Hiberniae, custodi spiritualitatis archiepiscopatus Cantuariensis sede vacante salutem. Quia de avisamento concilii nostri, pro quibusdam arduis et urgentibus negotiis nos statum et defensionem regni nostri Angliae et Ecclesiae Anglicanae contingentibus, quoddam parliamentum nostrum apud Westmonasterium, in festo Sancti Vincentii proximo fiituro [22 January 1397] teneri ordinavimus et ibidem vobiscum ac cum praelatis, magnatibus et proceribus dicti regni nostri colloquium habere et tractatum, vobis in fide et dilectione quibus nobis tenemini firmiter iniungendo mandamus quod consideratis dictorum negotiorum arduitate et periculis imminentibus, cessante quacunque excusatione, dictis die et loco personaliter intersitis nobiscum ac cum praelatis, magnatibus et proceribus praedictis super dictis negotiis tractaturi, vestrumque consilium impensuri. Et hoc sicut nos et honorem nostrum ac salvationem et defensionem regni et ecclesiae praedictorum, expeditionemque dictorum negotiorum diligitis, nullatenus omittatis. Ne (quod absit) per vestram absentiam quam nisi tanta infirmitate tune detenti fueritis, quod aliqualiter illuc laborare non poteritis, nullo modo excusatam habere volumus ista vice, expeditio negotiorum nostrorum praedictorum retardetur, seu aliqualiter differatur. Praemunientes priorem et capitulum ecclesiae Christi Cantuariensis ac archidiaconos, totumque clerum Cantuariensis diocesis quod iidem prior et archidiaconi in propriis personis suis ac dictum capitulum per unum, idemque clerus per duos procuratores idoneos, plenam et sufficientem potestatem ab ipsis capitulo et clero divisim habentes, dictis die et loco personaliter intersint ad consentiendum his quae tune ibidem de communi consilio ipsius regni, divina favente dementia, contigerit ordinari. Teste meipso apud Westmonasterium, tricesimo die Novembris anno regni nostri vicesimo [30 November 1396].

Licet in nostris primordiis affectamus attente praelatos et clerum nostrae Cantuariensis provinciae a sumptuosis laboribus praeservare, arduis tamen negotiis ecclesiam et regnum tanentibus de novo exigentibus praelatos et clerum huiusmodi convocare impellimur aliter quam vellemus, ad hoc etiam breve regium recepimus in haec verba:

Richardus, Dei gratia rex Angliae et Franciae et dominus Hiberniae, venerabili in Christo domino Thomae eadem gratia archiepiscopo Cantuariensi totius Angliae primati salutem.
