Summary
There is a group of commercial requesters distinct from the various types of businesses discussed in Chapter 6 that are using FOIA to retrieve records as part of their other profit-making enterprises. Indeed, this group of commercial requesters is the one that, in many ways, is most telling about businesses’ information constituencies and the value of federal records to commercial enterprises. They also tell us much about FOIA, and for this reason are worthy of separate examination. These requesters are what I call information resellers.
