Summary

There is an interrelated world system that presents us many dangers, and the proper way to address it is through a comprehensive strategy that is ours alone. This is made necessary after the end of the Cold War because of a divergence of interests with our former allies, and it is made possible by our increasing economic, technological, and military strength.
