1 - Introduction


We introduce the scope and aims of the book. We begin with the historical example of Finland, a frequent targe of election interventions. We argue that scholars do not understand the basic choices foreigners face when intervening. We introduce the democracy versus candidate typology of interventions. We make the case for new theory and new data collection. We outline the plan of the book.
