Summary
When the US Supreme Court ruled that the individual mandate in the Affordable Care Act was constitutional, liberals breathed a sigh of relief at having escaped a 5–4 decision that might have overturned the entirety of the law. But two liberal justices, Elena Kagan and Stephen Breyer, actually joined John Roberts and conservatives in objecting to the law’s take-it-or-leave-it offer to the states on Medicaid expansion.
