Summary
No one argues for regulation-free biotechnological interventions into the human genome. But no one agrees as to which forms of human genetic engineering should be allowed, which disallowed, and in each case, for what reasons. While convictions about human genetic engineering are many and diverse, the addressee of human genetic engineering is one: every human being and, in principle, our species as such.1 For a liberal democratic community, one that aspires to rational self-determination, the question poses itself: How might a community generate the widest possible agreement on appropriate standards for the legal regulation of human genetic engineering?
