The search for the more than 90,000 disappeared persons in Mexico has highlighted the need to establish relations of collaboration with organized crime groups in order to access not only relevant information to clarify the fate and whereabouts of the missing, but also territories under the control of organized crime groups for carrying out field searches. Given the ineffectiveness of formal, prosecutorial approaches and the considerable success of grassroots, victim-led search strategies, this paper argues for the need for a broader humanitarian approach to the search for the missing that is victim-centred and complementary to accountability mechanisms. The article advances a proposal to formalize this approach through the International Committee of the Red Cross's (ICRC) involvement in search activities, given the ICRC's unique organizational nature, expertise and humanitarian mandate.

In the last ten years, Medellín, Colombia has undergone significant socioeconomic improvements and a reduction in homicides. By drawing from qualitative data collected in Medellín, this article shows how, despite these improvements, residents in the marginalized neighborhoods maintain a perception that the state is unable or unwilling to provide them with services, such as employment and order or social control. Criminal gangs in these neighborhoods appear to rely on, and even exploit, the weakness of the state, as they are able to get citizens to perceive them as more reliable and legitimate than the state. This article argues that it is important for Latin American policymakers to promote citizen engagement in the design and implementation of policies to reduce current levels of violence.

The protection of children in war and other situations of violence is enshrined in various bodies of law, and these provide a framework for several International Committee of the Red Cross (ICRC) activities benefiting children, in particular in areas where the institution has a clear mandate and where vulnerabilities are exacerbated by international humanitarian law (IHL) violations. The activities of the ICRC benefiting children stem from its mandate provided by the 1949 Geneva Conventions and the 1977 Additional Protocols, the Statutes of the International Red Cross and Red Crescent Movement, and the resolutions of the International Conferences of the Red Cross and Red Crescent. Although the ICRC is not a child protection agency per se and child protection is not a standalone activity for the organization, it makes up a significant part of ICRC's operations, in particular where children's vulnerabilities are exacerbated by the realities of armed conflict. In this conversation with the Review, Monique Nanchen, the ICRC's Global Adviser on Children, explores the multiple efforts being put in place to mainstream child protection into the ICRC's work, and reveals some of the various challenges that come with protection and assistance activities benefiting children affected by conflict and other situations of violence.

The world is rapidly urbanizing, and so is internal displacement. However, knowledge about the specific situation of internally displaced persons (IDPs) in urban settings and how it differs from, and impacts on, their host communities is still limited, and responses continue to be inadequate. This article analyzes the particular needs of urban IDPs by taking into account how the various contexts and patterns of urban internal displacement contribute to shaping people's experience. It discusses three key challenges that humanitarian actors are faced with in developing effective responses: identifying and reaching IDPs in urban settings, addressing their urgent protection concerns, and supporting their local integration. It concludes by pointing out the need for methodological and operational guidance on how to bring together area-based approaches that account for the impact of displacement on entire urban communities, and tailored approaches addressing IDPs’ specific needs in urban settings. The need for stocktaking exercises and more effective sharing of experiences among practitioners, municipal authorities and policy-makers is also underlined.

Drawing upon 40 life-history interviews with gang members in Medellín, Colombia, this paper argues that many young men join gangs to emulate and reproduce ‘successful’ local male identities. The accumulation by the gang of ‘masculine capital’, the material and symbolic signifiers of manhood, and the accompanying stylistic and timely displays of this capital, means that youths often perceive gangs to be spaces of male success. This drives the social reproduction of gangs. Once in the gang, the youths become increasingly ‘bad’, using violence to defend the gang's interests in exchange for masculine capital. Gang leaders, colloquially known as duros or ‘hard men’, tend to be the más malos, the ‘baddest’. The ‘ganging process’ should not be understood in terms of aberrant youth behaviour; rather there is practical logic to joining the gang as a site of identity formation for aspirational young men who are coming of age when conditions of structural exclusion conspire against them.

As the global population is concentrated into complex environments, rapid urbanization increases the threat of conflict and insecurity. Many fast-growing cities create conditions of significant disparities in standards of living, which set up a natural environment for conflict over resources. As urban slums become a haven for criminal elements, youth gangs, and the arms trade, they also create insecurity for much of the population. Specific populations, such as women, migrants, and refugees, bear the brunt of this lack of security, with significant impacts on their livelihoods, health, and access to basic services. This lack of security and violence also has great costs to the general population, both economic and social. Cities have increasingly become the battlefield of recent conflicts as they serve as the seats of power and gateways to resources. International agencies, non-governmental organizations, and policy-makers must act to stem this tide of growing urban insecurity. Protecting urban populations and preventing future conflict will require better urban planning, investment in livelihood programs for youth, cooperation with local communities, enhanced policing, and strengthening the capacity of judicial systems.

This article contributes to recent analyses of gendered violence in Latin America by highlighting the relative neglect of women's experiences of violence in the discussion of ‘new violence’. In Latin America, women are consistently missing from mainstream debates about violence, which concentrate on urban crime, youth gangs and the police. With a focus on urban Brazil, this article argues for a gendered approach to the range of different forms of violence in order to render visible the variety of roles that women play in the context and in specific incidents of urban violence. It also explores the gendered impacts of various forms of violence and the gendered socialisation of violence. The article challenges the un-gendered concept of new violence, questioning its ability to capture the full gamut of violences that men and women experience, and the connections between these various forms. By adjusting the parameters of the debate, this article highlights the complexity of the gendered social relations and processes that reproduce violence, and adds a further dimension to the discussion of violence and security.

While most scientific studies on disarmament, demobilisation and reintegration (DDR) of former combatants focus on the countryside, the case of the paramilitaries in Medellín, Colombia, provides an exceptional opportunity to study such a process in a metropolitan environment. Analysis reveals how an urban DDR-process may lead to highly contradictory results: a strong decrease in the number of homicides and at the same time a consolidation of networks of criminal groups. Extralegal combatants, especially in an urban environment, are able to form extensive networks with criminal organisations. Although DDR-approaches warn of the risk that ex-combatants may resort to violence, scholars tend to disregard existing networks of groups of combatants and powerful criminal organisations in their analyses. Taking theories on DDR as a starting point and reflecting on earlier local peace initiatives, this article analyses the process with paramilitaries in Medellín. It argues that although, the local peace process has led to some significant results, it has to date failed to address the wider network of criminal organisations within which former paramilitaries were and continue to be involved.
