Evidence-based policing (EBP) is perhaps the most significant police reform movement of the last 30 years. Most notable for identifying what does or does not work, and for trying to integrate science into policing, much of EBP’s focus remains on program evaluation methods and investigating crime prevention strategies. This vision for policing often characterizes the craft of police work as an obstacle rather than a useful contributor to science. This is changing, as proponents of EBP begin to embrace a wider variety of methods to assess a broader range of outcomes, and to treat both science and experience as necessary elements of successful police reform. In this chapter, we recommend that EBP focus more attention on assessing the choices that patrol officers make in their everyday encounters with the public. Drawing on a case study of a neighbor dispute, we show how EBP could benefit from listening to practioners and learning what their rich experiences have taught them about how best to respond. We also suggest ways that research might help generate knowledge on the essential normative or moral questions that characterize street-level discretion, and thus combine knowledge about what works with knowledge about doing the right thing.

There is consistent observational evidence and biological plausibility for the hypothesis that regular cannabis use is a contributory cause of psychosis. The evidence is at least as strong as that for causal relationships between heavy alcohol and amphetamine use and psychosis. On the grounds of prudence, the evidence warrants organized efforts to discourage regular cannabis use among adolescents and young adults. Clinical services should specifically identify young adults with psychoses who use cannabis and encourage them to desist. We need to develop preventive programmes that effectively inform young people about the mental health risks of early and frequent cannabis use. Jurisdictions that have legalized cannabis for medical or recreational use should regulate cannabis products in ways that reduce young people’s access to high potency products at an early age and prevent cannabis retailers from promoting more frequent and longer-term cannabis use among young adults.

This chapter describes the development and delivery of hospital inpatient services and community services for those with neurodevelopmental disorders with a focus on services for those with intellectual disability in England. The tired model of service provision is described with Tier 1 to Tier 3 being community-based services and Tier 4 as all types of specialist inpatient services. Within Tier 4 services, there are six categories of services that ranging from high secure to long-term rehabilitation inpatient units or to highly specialised units provided at a national level such as those for autistic people. Autistic patients admitted to forensic in-patient care are a heterogenous group with complex needs. Developing forensic services for people with neurodevelopment disorders requires all relevant stakeholders to be involved using a care pathway-based approach addressing key elements such as the environmentand be person centred so that treatments are tailored to the individual needs of the patient. Future services both in the community and within hospital setting will need to be flexible to meet changing needs and demands.

The chapter provides an introduction to neurodevelopmental disorders and summarises recent advances in published research, focusing on the very early development and function of the human brain. The main influences on the current delivery and development of forensic healthcare services is set within the context of available policy and guidance, which is limited in part by the available research evidence to inform it. The book is divided into three sections. The first provides an overview with an introduction to individual disorders and covers aetiology, prevalence, comorbid mental disorder and relevant policy to date. The second section focuses on the clinical aspects of the range of disorders including screening, assessment, diagnosis, risk assessments and therapeutic approaches. The final section examines the pathways through the criminal justice system from police to court to disposal and addresses the specific aspect of fitness to plead or stand trial for those with neurodevelopmental disorders. This section also describes current relevant legislation within the UK as well as forensic services for those with such disorders from a national and international perspective.

Fathers can have a significant impact on family functioning and children’s well-being and trajectory as an adult. There are contested perspectives on how to understand fathering and its influence on children’s development and wellbeing. Across these often contrasting perspectives, there has been a growing acknowledgement that the impact, positive or negative, of fathering is inseparable from the context in which the father and child are embedded. Knowledge on fathering has become more nuanced moving beyond the narrow focus on the impact on children due to the presence or absence of fathers within families. The emerging evidence base tells us that fathers who remain present but are harsh, neglectful or abusive actually have a more detrimental impact on child outcomes then an absent father. There often remains a tension where fathers who have problematic and unsafe parenting often assert positive intentions to be a caring and safe parent. Indeed, there may be a large gap between their behavioural self and their aspirational self when it comes to parenting and partnering.

Traditional economics tells us that to meet policy goals, government should only do the minimum needed to fix a ‘market failure’. A new understanding shows that when the goals are innovation and change, a ‘do the maximum’ approach can be more effective. We should stop aiming to achieve ‘decarbonisation at least cost’, and instead aim to move to the clean economy at maximum gain.

The conclusion argues that U.S. analysis on France reveals the complex relationship between intelligence and the formulation of American foreign policy in the early Cold War. It contends that a transnational and at times transimperial web of French factions and informants was largely responsible for shaping these views through their frequent informal and formal exchanges with American diplomats and intelligence officials, and they did so with their own political agendas and interests in mind. Through their U.S. contacts, they directly contested images of France, demonstrated legitimacy and outmaneuvered rivals, and played a fundamental role in shaping American perceptions and policy. This chapter also shows that the narrative of French weakness and communist intrigue began to unravel under the scrutiny of analysts who understood its provenance and questioned its basis. In fact, there were a myriad of other explanations for seemingly nefarious communist activity in France, ones for which emotionally driven and depleted observers failed to account.

Our food systems have performed well in the past, but they are failing us in the face of climate change and other challenges. There is a broad consensus that transformation of food systems is required to make them sustainable and equitable for all. Transformation occurs via agents of change: individual behaviour, policies and institutions, research and innovation, and partnerships and alliances. Outcome-oriented agricultural research for development can help bring about directed transformation that maximises benefits and minimises trade-offs.

Transforming global food systems to meet sustainability and justice outcomes under climate change requires engaging with complex multi-level governance while appreciating specific local contexts. As such, climate change and food security are ‘messy’ policy issues; policies need to be effectively shaped and fit for purpose across different scales, geographic areas, and sectors. Policy implementation necessitates coordination across multiple perspectives towards a common goal, and an anticipatory governance approach can enable this. Working against the status quo is not easy but can be achieved through truly engaged and inclusive stakeholder processes. Redistribution of power entails employing a gendered, socially inclusive lens in the development of food system transformation policies. Establishing an enabling policy environment for transforming food systems requires diverse approaches and multiple perspectives. The appropriate facilitation and coordination of multi-stakeholder engagements is key to clear communication between participants and to support learning.

To meet climate targets, a shift to low-emission diets that also support health and sustainability is necessary. A high-impact target is to reduce red meat consumption by 50 percent by 2030 in high- and middle-income countries based on the 2019 EAT-Lancet diet. Actions to lessen animal-based meat consumption could cut dietary emissions by 3–8 billion tonnes of carbon dioxide equivalent per year (Table 9.1). Scaling up plant-based meat will require viable products, low costs, effective public policy to catalyse change, and strong markets. The priority actions are to facilitate consumer behavioural change for large segments of populations, promote policy targets and actions for reduced-meat diets in high- and middle-income countries, use public-private finance to improve alternative meat product nutrition and sustainability, and enhance affordable technology and business options.
