This study examines the extent to which wheat varieties supplied by the formal seed system align with the varieties demanded and used by farmers in Ethiopia. The framework of stated and revealed preferences drawn from the consumer preference theory is used to analyze farmer demand for different wheat varieties. We used official data from the formal seed sector and representative survey data from wheat farm households in Ethiopia. The survey data allow to contrast the farmer reported varietal use with genotyping by sequencing (also known as DNA fingerprinting). Farmers’ reliance on informal seed sources and own saved seed, among others, contributes to the misidentification of the varieties they grow. Consequently, farmers are likely to misinform the formal seed demand assessment leading to either an over- or underestimation of actual seed demand for specific wheat varieties. Genotyping by sequencing, as opposed to farmer reports, established the persistence of old varieties. This also implies vulnerability of wheat production to disease dynamics depending on the longevity of disease resistance by the variety in use. Apart from narrowing the gap between the actual and stated demand and ensuring timely replacement of wheat varieties, genotyping-assisted estimates can save seed carry-over cost. Genotyping by sequencing is increasingly used as the new benchmark and gold standard for identifying and tracking the adoption of crop varieties. The technique has potential to enhance the performance of the seed sector through effective planning that can optimize resource commitments and accelerate the rate of varietal replacement.

Maize production is central to rural livelihoods in the hills of Nepal. Access to affordable improved maize seed has long been a barrier to productivity gains and livelihood improvement. This study evaluates the direct and indirect (spillover) impacts of a community-based seed production program in Nepal using a quasi-experimental method for selected outcome indicators. Our results show that community-based seed production provides a significant positive direct impact on maize income and female leadership opportunities. The impacts were particularly favorable for disadvantaged households (HHs) from lower castes and HHs that owned less land. There is also strong evidence of spillover impacts on improved seed adoption, yield, and household maize self-sufficiency. Community-based seed production thereby could help Nepal attain cereal self-sufficiency and nutritional security as envisioned in the national agricultural development strategy and seed vision.

Cereal residues are an important feed source for ruminants in smallholder crop-livestock systems in the (sub)tropics. In many areas of India maize is a relatively new cash crop where farmers and development agents alike generally perceive maize stover to have limited utility, in contrast with the intensive feeding of other cereal residues in India and the intensive use of maize stover in sub-Saharan Africa and Latin America. A comparative assessment of maize stover quality (based on a brief review and a feeding trial) indeed confirms its potential as a ruminant feed according to its relative nutritive value. The paper then explores the apparent paradox through a scoping study of maize stover use (based on village surveys) in three contrasting maize-growing districts in India – including both traditional and non-traditional maize producers. The limited maize stover use appears to alleviate seasonal shortages, with tradition and technology helping explain the preferential use of other cereal residues. The paper thereby provides further impetus to India's apparent food-feed paradigm – whereby farmers’ staple food preferences coincide with crop residue feed preferences. The paper argues the case for investing in maize stover R&D in India and thus reigniting earlier feed research in general. Indeed, maize stover use is a relatively neglected area by India's agricultural R&D and merits more attention so as to exploit its potential contribution and alleviate eventual tradeoffs.

Impact assessment hinges on reliable indicators of technology uptake, but this poses particular challenges for new agronomic practices in emerging economies. This paper presents a triangulation approach to assess technology diffusion and illustrates it by assessing the extent and dynamics of zero tillage wheat in South Asia's rice-wheat systems. Various diffusion indicators from three different data methods (secondary data, supply-side surveys, demand-side surveys) are contrasted for two different locations (India's Haryana State and Pakistan's Punjab province) for the period 2000–2004. Such multi-indicator, multi-site and multi-year triangulation enhances the robustness of the inferences and provides the necessary perspective. The three sources coincide in terms of diffusion of zero tillage wheat having increased since 2000, but in particular the empirical surveys show a much slower uptake and subsequent stagnation in the Pakistan Punjab study area. The paper thereby reiterates the need for empirical ground truthing of technology uptake and the need for robust and complementary diffusion indicators.

Agricultural research and development (R&D) would benefit from reliable yet cheap technology uptake indicators to guide decision making. The paper explores the use of village surveys to monitor technology use and illustrates this through two empirical case studies into tillage dynamics in the Trans-Gangetic Plains in northwest India. The first case study is a revisit of 50 communities surveyed earlier in Haryana State. The second case study is a new and wider representative sample of 120 villages across Haryana and Punjab States. The case studies illustrate that after an initial rapid spread of tractor-drawn zero tillage drills for wheat seeding in these intensive systems, the zero + reduced tillage area seems to have stabilized there at between a fifth and a quarter of the wheat area. Conventional tillage for wheat continues to decline, with an increased use of rotavators making up the difference – but its intensive shallow tillage goes against the conservation agriculture tenets. The paper illustrates the potential of village surveys to provide timely and cost-effective feedback to agricultural R&D.

New technologies often lack a developed supply market, which makes it problematic to estimate future profitability. This paper develops a simple methodology to circumvent this problem based on the concepts of break-even and expected marginal rate of return. The methodology estimates ex ante a range of target threshold prices: the range of maximum prices that farmers are likely to be willing to pay. Only if the future market is able to supply the new technology within or below the threshold price range is significant adoption likely. The target threshold prices can be used to reorient technology development and delimit recommendation domains. The paper applies the methodology to the case of rock phosphate in upland rice in western Cote d'Ivoire. The paper shows that for rock phosphate to be viable for upland rice farmers its on-farm price should generally not surpass Euro cents 5.7–8.1 per kg of rock phosphate.

There is a quest for resource-conserving technologies that can save water, reduce production costs and improve production to address the slow down in productivity growth in the Indo-Gangetic Plains, the cereal bowl of South Asia. Findings from farm surveys are used to evaluate the farm household factors that affect the adoption of zero tillage (ZT) wheat in the rice-wheat systems of India's Haryana State and Pakistan's Punjab province. Three adoption classes are distinguished in each site: ZT adopters, dis-adopters and non-adopters. Bivariate analysis shows that adopters typically have the most favourable values for most of the indicators compiled and the non-adopters the least favourable, with dis-adopters often taking an intermediate position. The study highlights that ZT adoption in the initial diffusion stage is strongly linked to the wealth of the farm household. This indicates the need for closer consideration of equity implications in future research and development. The structural differences between adoption categories also easily confound the assessment of ZT impact.
