Background: Domestically, the integration of public health into healthcare-associated infection (HAI) and antibiotic resistance (AR) prevention activities represents a major development. We describe CDC Funding: of public health HAI/AR programs through the Epidemiology and Laboratory Capacity (ELC) cooperative agreement to improve local capacity to prevent HAIs and detect and contain the spread of AR threats. Methods: We reviewed ELC budget reports and program documents to summarize the evolution of funded activities and programs from 2009 to 2018. Results: In 2009, 51 programs (49 states, 2 cities and territories) received US$35.8 million through the American Recovery and Reinvestment Act for an initial 28-month period. These funds supported each jurisdiction to establish an HAI coordinator and a multidisciplinary HAI advisory group, coordinate and report HAI prevention efforts, conduct surveillance and report HAI data, and maintain an HAI plan; ~27 programs were also funded to coordinate multicenter HAI prevention collaboratives among acute-care hospitals. Through 2011, 188 state or local HAI/AR program positions were at least partially funded by the CDC. From 2011 to 2015, investments from the Affordable Care Act (~US$10–11 million annually) were used to maintain the HAI/AR programs, with some expansion of program goals related to non–acute-care settings and antibiotic stewardship. In 2015, following the Ebola outbreak in West Africa, supplemental ELC funds were awarded to 61 programs (50 states, 11 cities and territories) totaling US$85 million over 36 months. These awards marked an expansion of HAI/AR program activities to develop healthcare provider inventories, to conduct data-driven education and training, and to perform onsite infection control assessments in healthcare facilities. In 2016, through its AR Solutions Initiative, CDC invested US$57.3 million in Funding: to 57 programs (50 states, 7 cities and territories), expanding laboratory capacities for AR threat detection (via the AR Laboratory Network) and epidemiologic activities to rapidly contain novel and targeted multidrug-resistant organisms. As of 2018, >500 state or local HAI/AR program positions were at least partially funded by the CDC. Conclusions: State and local HAI/AR programs have grown substantially over the 10 years of their existence, as reflected in major increases in funding, staffing, scope, and partnerships. CDC investments and guidance have supported the development of HAI/AR epidemiology prevention and response capacity.

This document is a resource for Emergency Medical Services (EMS) treating an injured law enforcement K9 (LEK9) in the field and/or during transport by ambulance to a veterinary hospital. A Joint Task Force on Working Dog Care was created, which included veterinarians, EMS directors, EMS physicians, and canine handlers, who met to develop a treatment protocol for injured LEK9s. The protocol covers many major life-threatening injuries that LEK9s may sustain in the line of duty, and also discusses personnel safety and necessary equipment. This protocol may help train EMS providers to save the life of an injured LEK9.

Permafrost occupies 20 million square kilometres of Earth’s high-latitude and high-altitude landscapes. These regions are sensitive to climate change and human activities; hence, permafrost research is of considerable scientific and societal importance. However, the results of this research are generally not known by the general public. Communicating scientific concepts is an increasingly important task in the research world. Different ways to engage learners and incorporate narratives in teaching materials exist, yet they are generally underused. Here we report on an international scientific outreach project called “Frozen-Ground Cartoons”, which aims at making permafrost science accessible and fun for students, teachers, and parents through the creation of comic strips. We present the context in which the project was initiated, as well as recent education and outreach activities. The future phases of the project primarily involve a series of augmented reality materials, such as maps, photos, videos, and 3D drawings. With this project we aim to foster understanding of permafrost research among broader audiences, inspire future permafrost researchers, and raise public and science community awareness of polar science, education, outreach, and engagement.

Medusahead is a close relative of bread wheat that is native to Eurasia but has become a noxious, invasive weed in North America. Intergeneric use of primers for bread wheat simple-sequence repeat (SSR) markers was tested in medusahead in order to expand the pool of available genetic resources for study of this plant. Forty-two primer pairs were screened in medusahead, of which 29 produced visible bands in agarose gels. Amplicons from eight of these markers were sequenced and analyzed for the presence of SSRs and single-nucleotide polymorphisms (SNPs) among medusahead individuals from six populations in the western Great Basin. Of the eight sequenced amplicons, two contained SSRs, both of which were polymorphic and shared by the original bread wheat marker. Six of the eight markers combined to detect 33 SNP loci. BLAST comparisons of the eight amplicons revealed variable numbers of matching sequences from wheat and other grass species ranging from 0 to > 200 matches. Using data from the polymorphic loci, population genetic analysis of the six invasive medusahead populations indicated that they arose from two separate introductions with two additional subclusters possible within the two principal clusters. Extrapolating from these results, it is reasonable to expect that between 170 and 830 of the approximately 1,200 publicly available bread wheat SSRs would produce useful marker loci in medusahead.

The high Antarctic plateau provides exceptional conditions for infrared observations on account of the cold, dry and stable atmosphere above the ice surface. This paper describes the scientific goals behind the first program to examine the time-varying universe in the infrared from Antarctica — the Kunlun Infrared Sky Survey (KISS). This will employ a 50cm telescope to monitor the southern skies in the 2.4μmKdark window from China's Kunlun station at Dome A, on the summit of the Antarctic plateau, through the uninterrupted 4-month period of winter darkness. An earlier paper discussed optimisation of the Kdark filter for sensitivity (Li et al. 2016). This paper examines the scientific program for KISS. We calculate the sensitivity of the camera for the extrema of observing conditions that will be encountered. We present the parameters for sample surveys that could then be carried out for a range of cadences and sensitivities. We then discuss several science programs that could be conducted with these capabilities, involving star formation, brown dwarfs and hot Jupiters, exoplanets around M dwarfs, the terminal phases of stellar evolution, fast transients, embedded supernova searches, reverberation mapping of AGN, gamma ray bursts and the detection of the cosmic infrared background.

NGC 6302 is one of the highest excitation planetary nebulae known. It has an obscured central star with a temperature estimated at 430,000 K. We present here CCD images in Hα and Hβ of NGC 6302, and interpret the differences between the images as being due to extinction caused by dust within the nebula. The dust appears to be concentrated in the core, as expected from infrared observations. There is no evidence of patchy foreground extinction, although there is a slight difference in the average extinction between the eastern and western lobes of the nebula. A comparison between the Hα image and a 5 GHz map gives a dust extinction of ΔAV~3.5 to the central star. The outer contours of the 5 GHz map are not in good agreement with the optical images, and further observations at this frequency would be useful.

Our knowledge of the universe comes from recording the photon and particle fluxes incident on the Earth from space. We thus require sensitive measurement across the entire energy spectrum, using large telescopes with efficient instrumentation located on superb sites. Technological advances and engineering constraints are nearing the point where we are recording as many photons arriving at a site as is possible. Major advances in the future will come from improving the quality of the site. The ultimate site is, of course, beyond the Earth’s atmosphere, such as on the Moon, but economic limitations prevent our exploiting this avenue to the degree that the scientific community desires. Here we describe an alternative, which offers many of the advantages of space for a fraction of the cost: the Antarctic Plateau.

This article analyzes anomalous patterns of agent, adjuster, and producer claim outcomes and determines the most likely pattern of collusion that is suggestive of fraud, waste, and abuse in the federal crop insurance program. Log–linear analysis of Poisson-distributed counts of anomalous entities is used to examine potential patterns of collusion. The most likely pattern of collusion present in the crop insurance program is where agents, adjusters, and producers nonrecursively interact with each other to coordinate their behavior. However, if a priori an intermediary is known to initiate and coordinate the collusion, a pattern where the producer acts as the intermediary is the most likely pattern of collusion evidenced in the data. These results have important implications for insurance program design and compliance.

Satellite cloud imagery is a standard tool of meteorology, and also of ground-based observational astronomy. Fast access to cloud imagery through the Internet now permits more accurate prediction of local cloud cover than was formerly the case. This is particularly useful for automatic and remotely operated telescopes, where an observer may be at a considerable distance from the telescope itself. Since satellite imagery can now be accessed through the Internet with such ease, direct reception of radio transmissions from weather satellites may seem unnecessary. However, advances in computing power and radio receiver technology permit simple automated receipt of satellite transmissions, particularly from the NOAA series of low Earth orbit satellites. This has the advantage of more up-to-date, and higher resolution, cloud imagery than can be obtained from the Internet. We have operated such a satellite receiving station since 2003 April, and have found it particularly useful when remotely operating our telescopes at Siding Spring Observatory (SSO). By automatically publishing our cloud imagery onto the World Wide Web we have established a resource that is widely used by other local observatories and by the general public.

We have developed a 350 μm radiometer to perform automated site testing in remote regions of Antarctica. In summer 2000–2001 the instrument operated at Concordia, a new station under construction at Dome C on the Antarctic Plateau. We present the results, and compare them with the atmospheric opacity measured at the South Pole in the same five-week period. During these five weeks, observing conditions at Dome C were, on average, substantially better than those at the South Pole.

Over the past few years, site-testing at the South Pole has revealed conditions that are uniquely favourable for infrared astronomy. In particular, the exceptionally low sky brightness throughout the near and mid-infrared leads to the possibility of a modest-sized telescope achieving comparable sensitivity to that of existing 8–10 metre class telescopes. An 8 metre Antarctic telescope, if constructed, would yield performance that would be unrivalled until the advent of the NGST. In this paper we review the scientific potential of infrared telescopes in Antarctica, and discuss their complementarity with existing 8–10 metre class telescopes and future proposed space telescopes. In particular, we discuss the role that a 2 metre class infrared telescope plays in future plans for the development of an observatory on the Antarctic plateau.

We describe the specifications, characteristics, calibration, and analysis of data from the University of New South Wales Infrared Fabry–Perot (UNSWIRF) etalon. UNSWIRF is a near-infrared tunable imaging spectrometer, used primarily in conjunction with IRIS on the AAT, but suitable for use as a visitor instrument at other telescopes. The etalon delivers a resolving power in excess of 4000 (corresponding to a velocity resolution ∼75 km s−1), and allows imaging of fields up to 100″ in diameter on the AAT at any wavelength between 1·5 and 2·4 μm for which suitable blocking filters are available.
