  • Wild meat consumption in urban Sierra Leone during the Covid-19 pandemic

  • Wild meat is associated with an increased risk of zoonotic diseases. In some West African countries wild meat consumption declined as the result of official restrictions following Ebola outbreaks during 2013–2016, and was also affected by the current Covid-19 pandemic. In Sierra Leone, a country affected by these diseases, we documented wild meat use in four markets in the capital, Freetown. From a total of 197 interviews, we analysed the influence of age and gender on the types of wild meat eaten and the reasons for their consumption. We found that more men than women consumed wild meat, and for both genders taste was the main reason for eating wild meat. Age did not affect wild meat consumption amongst women. Evidence for changes in consumer behaviour in response to zoonotic disease risk was mixed. Although some consumers avoided wild meat because of disease risk, none stated this was the primary reason for not eating wild meat, and monkeys (presumed to carry a high zoonotic disease risk) were amongst the species cited as being consumed often. More work is needed to identify the best pathway towards safe and sustainable consumption of wild meat in urban Sierra Leone.

It demonstrates the implications of the war for ideas about retraining and the long-term receipt of accident benefit, and for the responsibility of individual workers to prevent accidents from occurring.

    The first chapter shows how workplace accidents came onto the agenda of central government in Britain and recently unified Italy and Germany. It argues that, over the course of the nineteenth century, reformers, legal theorists as well as workers’ and employers’ groups transformed understandings of the labour contract and, with it, the workplace as a public space that was open to scrutiny. Over time, it seemed clear that occupational accidents were not the result of individual misfortunes, incompetence or negligence: they resulted from foreseeable risks. Moreover, it seemed that workers were not in a position either to know about or consent to every risk related to their job, so they could not be held responsible for accidents at work. Instead, introducing liability law and, eventually a no-fault compensation policy seemed the only option to redress the harms caused by work.

    Chapter five shows how concerns about taking advantage of social legislation fed into considerations about entitlement to accident benefit, as a limited range of new workers, from farmers and white-collar workers at home to sailors and workers in colonial outposts and diaspora communities abroad, were allowed access to compensation. Meanwhile, others were excluded from the policy. At the same time, central government was pushed to take on a greater role in overseeing (and being seen as overseeing) the quotidian management of the accident laws.

At the heart of the accident insurance and workmen’s compensation laws lay concerns about moral hazard, sparking a long-running debate across Europe about the relative benefits of social security for different social classes, generations and branches of industry that would continue from the nineteenth century to the present. Would dangerous businesses take advantage of the system? Could workers be held accountable for their negligence or for fraudulent claims if they were insured in a no-fault compensation policy?     The second chapter tells the story of how particular kinds of social policies such as workmen’s compensation and social insurance for workplace accidents came to be seen as appropriate for specific national contexts. It was through these early discussions that Germany came to be seen as the hallmark of ‘state socialism’, while contemporaries associated Britain with a laissez-faire approach to social policy and Italy with social legislation that sought to create a fragile kind of social peace across the peninsula. An outcome of these discussions was the introduction in Britain of a workmen's compensation law in 1897 and accident insurance laws in Germany and Italy in 1884 and 1898.
