The use of artificial intelligence and algorithmic decision-making in public policy processes is influenced by a range of diverse drivers. This article provides a comprehensive view of 13 drivers and their interrelationships, identified through empirical findings from the taxation and social security domains in Belgium. These drivers are organized into five hierarchical layers that policy designers need to focus on when introducing advanced analytics in fraud detection: (a) trust layer, (b) interoperability layer, (c) perceived benefits layer, (d) data governance layer, and (e) digital governance layer. The layered approach enables a holistic view of assessing adoption challenges concerning new digital technologies. The research uses thematic analysis and interpretive structural modeling.

In his Scroogenomics, Joel Waldfogel argues that gifting creates enormous deadweight loss, as individuals give one another gifts that they do not want or cannot use. He views efficiency as static, calculating the gains from trade (or gifting) at the moment of transaction. A puzzle arises, however, when one realizes that gifting has been a nearly ubiquitous institution throughout history. If gifting wastes valuable resources, why does it persist? We argue that gift giving is dynamically efficient despite the possibility of generating short-term deadweight loss. A well-functioning market economy requires expanded social networks and trustworthiness among anonymous and quasi-anonymous exchange partners. Gifting allows individuals to signal trustworthiness by offering ‘burnt sacrifices’. Gifting practices that include a willingness to sacrifice via reciprocity norms, public visibility and ritual will tend to promote generalized trust. We consider these four elements – sacrifice, reciprocity, publicness, and ritual – to be critical institutional design principles for fostering dynamic efficiency. Our essay contributes to the literature on institutional economics by prompting scholars to think about the long-term (dynamic) efficiencies generated by cultural practices that appear inexplicably inefficient.

The new mineral nafeasite (IMA2021-103), NaFe3+(AsO3OH)2⋅H2O, was found at the Torrecillas mine, Iquique Province, Chile, where it is a secondary alteration phase associated with anhydrite, gypsum, halite, lavendulan, magnesiokoritnigite and natrojarosite. Nafeasite occurs in tightly intergrown aggregates of equant crystals. Crystals are light to medium pink and transparent, with vitreous lustre and white streak. The Mohs hardness is ~2½. The density is 3.23(2) g⋅cm–3. Optically, nafeasite is biaxial (+), with α = 1.679(3), β = 1.682(3), γ = 1.730(5) (white light); 2V = 27(2)°; and slight r < v dispersion. The empirical formulae of the holotype and cotype (based on 9 O atoms per formula unit) are Na0.98K0.02Fe0.92Al0.07As2.00O9H4.01 and Na0.97Fe0.68Al0.33As2.00O9H4.01, respectively. Nafeasite is monoclinic, space group C2, with cell parameters: a = 18.6876(16), b = 8.6769(7), c = 14.8100(10) Å, β = 105.238 (5)°, V = 2317.0(3) Å3 and Z = 12. The structure, refined to R1 = 5.03% for 5979 Io > 2σI reflections, is based on a loose 3D framework of alternating AsO3OH tetrahedra and Fe3+O6 octahedra.

Fraud analytics refers to the use of advanced analytics (data mining, big data analysis, or artificial intelligence) to detect fraud. While fraud analytics offers the promise of more efficiency in fighting fraud, it also raises legal challenges related to data protection and administrative law. These legal requirements are well documented but the concrete way in which public administrations have integrated them remains unexplored. Due to the complexity of the techniques applied, it is crucial to understand the current state of practice and the accompanying challenges to develop appropriate governance mechanisms. The use of advanced analytics in organizations without appropriate organizational change can lead to ethical challenges and privacy issues. The goal of this article is to examine how these legal requirements are addressed in public administrations and to identify the challenges that emerge in doing so. For this, we examined two case studies related to fraud analytics from the Belgian Federal administration: the detection of tax frauds and social security infringements. This article details 15 governance practices that have been used in administrations. Furthermore, it highlights the complexity of integrating legal requirements with advanced analytics by identifying six key trade-offs between fraud analytics opportunities and legal requirements.

The protected Tel-Dor coastal embayment in the eastern Mediterranean preserves an unusually complete stratigraphic record that reveals human–environmental interactions throughout the Holocene. Interpretation of new seismic profiles collected from shallow marine geophysical transects across the bay show five seismic units were correlated with stratigraphy and age dates obtained from coastal and shallow-marine sediment cores. This stratigraphic framework permits a detailed reconstruction of the coastal system over the last ca. 77 ka as well as an assessment of environmental factors that influenced some dimensions of past coastal societies. The base of the boreholes records lowstand aeolian deposits overlain by wetland sediments that were subsequently flooded by the mid-Holocene transgression. The earliest human settlements are submerged Pottery Neolithic (8.25–7 ka) structures and tools, found immediately above the wetland deposits landward of a submerged aeolianite ridge at the mouth of the bay. The wetland deposits and Pottery Neolithic settlement remains are buried by coastal sand that records a middle Holocene sea-level rise ca. 7.6–6.5 ka. Stratigraphic and geographic relationships suggest that these coastal communities were displaced by sea-level transgression. These findings demonstrate how robust integration of different data sets can be used to reconstruct the geomorphic evolution of coastal settings as well as provide an important addition to the nature of human–landscape interaction and cultural development.

The first demonstration of laser action in ruby was made in 1960 by T. H. Maiman of Hughes Research Laboratories, USA. Many laboratories worldwide began the search for lasers using different materials, operating at different wavelengths. In the UK, academia, industry and the central laboratories took up the challenge from the earliest days to develop these systems for a broad range of applications. This historical review looks at the contribution the UK has made to the advancement of the technology, the development of systems and components and their exploitation over the last 60 years.

This SHEA white paper identifies knowledge gaps and challenges in healthcare epidemiology research related to coronavirus disease 2019 (COVID-19) with a focus on core principles of healthcare epidemiology. These gaps, revealed during the worst phases of the COVID-19 pandemic, are described in 10 sections: epidemiology, outbreak investigation, surveillance, isolation precaution practices, personal protective equipment (PPE), environmental contamination and disinfection, drug and supply shortages, antimicrobial stewardship, healthcare personnel (HCP) occupational safety, and return to work policies. Each section highlights three critical healthcare epidemiology research questions with detailed description provided in supplementary materials. This research agenda calls for translational studies from laboratory-based basic science research to well-designed, large-scale studies and health outcomes research. Research gaps and challenges related to nursing homes and social disparities are included. Collaborations across various disciplines, expertise and across diverse geographic locations will be critical.

Acifluorfen is a nonsystemic PPO-inhibiting herbicide commonly used for POST Palmer amaranth control in soybean, peanut, and rice across the southern United States. Concerns have been raised regarding herbicide selection pressure and particle drift, increasing the need for application practices that optimize herbicide efficacy while mitigating spray drift. Field research was conducted in 2016, 2017, and 2018 in Mississippi and Nebraska to evaluate the influence of a range of spray droplet sizes [150 μm (Fine) to 900 μm (Ultra Coarse)], using acifluorfen to create a novel Palmer amaranth management recommendation using pulse width modulation (PWM) technology. A pooled site-year generalized additive model (GAM) analysis suggested that 150-μm (Fine) droplets should be used to obtain the greatest Palmer amaranth control and dry biomass reduction. Nevertheless, GAM models indicated that only 7.2% of the variability observed in Palmer amaranth control was due to differences in spray droplet size. Therefore, location-specific GAM analyses were performed to account for geographical differences to increase the accuracy of prediction models. GAM models suggested that 250-μm (Medium) droplets optimize acifluorfen efficacy on Palmer amaranth in Dundee, MS, and 310-μm (Medium) droplets could sustain 90% of maximum weed control. Specific models for Beaver City, NE, indicated that 150-μm (Fine) droplets provide maximum Palmer amaranth control, and 340-μm (Medium) droplets could maintain 90% of greatest weed control. For Robinsonville, MS, optimal Palmer amaranth control could be obtained with 370-μm (Coarse) droplets, and 90% maximum control could be sustained with 680 μm (Ultra Coarse) droplets. Differences in optimal droplet size across location could be a result of convoluted interactions between droplet size, weather conditions, population density, plant morphology, and soil fertility levels. Future research should adopt a holistic approach to identify and investigate the influence of environmental and application parameters to optimize droplet size recommendations.

The shape gradient is a local sensitivity function defined on the surface of an object which provides the change in a characteristic quantity, or figure of merit, associated with a perturbation to the shape of the object. The shape gradient can be used for gradient-based optimization, sensitivity analysis and tolerance calculations. However, it is generally expensive to compute from finite-difference derivatives for shapes that are described by many parameters, as is the case for typical stellarator geometry. In an accompanying work (Antonsen, Paul & Landreman J. Plasma Phys., vol. 85 (2), 2019), generalized self-adjointness relations are obtained for magnetohydrodynamic (MHD) equilibria. These describe the relation between perturbed equilibria due to changes in the rotational transform or toroidal current profiles, displacements of the plasma boundary, modifications of currents in the vacuum region or the addition of bulk forces. These are applied to efficiently compute the shape gradient of functions of MHD equilibria with an adjoint approach. In this way, the shape derivative with respect to any perturbation applied to the plasma boundary or coil shapes can be computed with only one additional MHD equilibrium solution. We demonstrate that this approach is applicable for several figures of merit of interest for stellarator configuration optimization: the magnetic well, the magnetic ripple on axis, the departure from quasisymmetry, the effective ripple in the low-collisionality $1/\unicode[STIX]{x1D708}$ regime $(\unicode[STIX]{x1D716}_{\text{eff}}^{3/2})$ (Nemov et al. Phys. Plasmas, vol. 6 (12), 1999, pp. 4622–4632) and several finite-collisionality neoclassical quantities. Numerical verification of this method is demonstrated for the magnetic well figure of merit with the VMEC code (Hirshman & Whitson Phys. Fluids, vol. 26 (12), 1983, p. 3553) and for the magnetic ripple with modification of the ANIMEC code (Cooper et al. Comput. Phys. Commun., vol. 72 (1), 1992, pp. 1–13). Comparisons with the direct approach demonstrate that, in order to obtain agreement within several per cent, the adjoint approach provides a factor of $O(10^{3})$ in computational savings.
