This paper describes a postgraduate training programme in child and adolescent mental health (CAMH) in Nigeria. It explains the background, curriculum development, teaching, evaluation and outcomes. By its 10th year the programme had trained 166 CAMH professionals from 14 African countries. Many of the graduates are running clinical CAMH services in their countries, mostly pioneered by them. They are also conducting CAMH training, including as faculty on the programme, and some are in international CAMH leadership roles. Key success elements of the programme that can be replicated in other low- and middle-income countries include international partnership, adopting a train-the-trainer approach, using a curriculum that covers clinical aspects of CAMH while also developing leadership and research skills, use of free-access training resources, and access to seed funding.

This paper introduces the TRANSFORM project, which aims to improve access to mental health services for people with serious and enduring mental disorders (SMDs – psychotic disorders and severe mood disorders, often with co-occurring substance misuse) living in urban slums in Dhaka (Bangladesh) and Ibadan (Nigeria). People living in slum communities have high rates of SMDs, limited access to mental health services and conditions of chronic hardship. Help is commonly sought from faith-based and traditional healers, but people with SMDs require medical treatment, support and follow-up. This multicentre, international mental health mixed-methods research project will (a) conduct community-based ethnographic assessment using participatory methods to explore community understandings of SMDs and help-seeking; (b) explore the role of traditional and faith-based healing for SMDs, from the perspectives of people with SMDs, caregivers, community members, healers, community health workers (CHWs) and health professionals; (c) co-design, with CHWs and healers, training packages for screening, early detection and referral to mental health services; and (d) implement and evaluate the training packages for clinical and cost-effectiveness in improving access to treatment for those with SMDs. TRANSFORM will develop and test a sustainable intervention that can be integrated into existing clinical care and inform priorities for healthcare providers and policy makers.

Nigerian English (NigE) is a second language (L2) variety of English that has been domesticated, acculturated and indigenised within the Nigerian socio-cultural and linguistic contexts (Adegbija, 2004). Based on Schneider's (2007) Dynamic Model of the Development of New Englishes, scholars have shown that NigE is currently at the late stage of nativisation (stage 3) and is on the verge of entering the stage of endornormative stabilisation (stage 4) (see Gut, 2012; Collins, 2020). Nativisation, which typically begins with the declaration of independence, is a very active and important stage in which there are large-scale linguistic changes, especially during a time when English is usually the only official language (see Schneider, 2007). Although previous studies have investigated the historical development of English in Nigeria (see Taiwo, 2009), there are limited studies on the particular linguistic features that have changed over time, especially from the time Nigeria gained independence. It is very likely that the rapid increase in the number of universities and other educational institutions managed by Nigerians from independence, as opposed to previous management by Britons, would have affected the variety of English spoken in Nigeria and culminated in the development of NigE today.

Nigerian English (NigE) is a second language (L2) variety of English which has been domesticated, acculturated, and indigenised (Taiwo, 2009: 7; Jowitt, 2019: 26), due to its co-existence with about five hundred indigenous Nigerian languages (see Eberhard, Simons & Fennig, 2019). It is the language of education, governance, law, the media, and formal financial transactions in Nigeria. Based on Schneider's (2003: 271) Dynamic Model of the evolution of the New Englishes, NigE can be located at the late stage of nativisation, while recent studies show that it is on the verge of entering endonormative stabilisation (Gut, 2012: 3; Unuabonah & Gut, 2018: 210). Although NigE is an L2, there is a growing number of young people who speak it as a first language (L1; see Jowitt, 2019: 16; Onabamiro & Oladipupo, 2019). NigE includes sub-varieties which are classified based on different factors such as region/ethnicity, and educational attainment (Banjo, 1971; Jibril, 1986; Udofot, 2003). Although Udofot (2003: 204) suggests that the sub-variety used by Nigerians who have been educated in tertiary institutions should be taken as the standard variety, Jowitt (1991: 47) opines ‘that the usage of every Nigerian user is a mixture of Standard forms’ and non-standard forms. The data used in this paper are a mix of both standard and non-standard forms.

Investigating genetic structure and diversity is crucial for rice improvement strategies, including mapping quantitative trait loci with the potential for improved productivity and adaptation to the upland ecology. The present study elucidated the population structure and genetic diversity of 176 rice germplasm adapted to the upland ecology using 7063 genome-wide single nucleotide polymorphism (SNP) markers from the Diversity Array Technology (DArT)-based sequencing platform (DArTseq). The SNPs were reasonably distributed across the rice genome, ranging from 432 SNPs on chromosome 9 to 989 SNPs on chromosome 1. The minimum minor allele frequency was 0.05, while the average polymorphism information content and heterozygosity were 0.25 and 0.03, respectively. The model-based (Bayesian) population structure analysis identified two major groups for the studied rice germplasm. Analysis of molecular variance revealed that all (100%) of the genetic variance was attributable to differences within the population, and none was attributable to the population structure. The estimates of genetic differentiation (PhiPT = 0.001; P = 0.197) further showed a negligible difference among the population structures. The results indicated a high genetic exchange or gene flow (number of migrants, Nm = 622.65) and a substantial level of diversity (number of private alleles, Pa = 1.52 number of different alleles, Na = 2.67; Shannon's information index, I = 0.084; and percentage of polymorphic loci, %PPL = 55.9%) within the population, representing a valuable resource for rice improvement. The findings in this study provide a critical analysis of the genetic diversity of upland rice germplasm that would be useful for rice yield improvement. We suggested further breeding and genetic analyses.

The objective of this study was to describe the epidemiology of COVID-19 in Nigeria with a view of generating evidence to enhance planning and response strategies. A national surveillance dataset between 27 February and 6 June 2020 was retrospectively analysed, with confirmatory testing for COVID-19 done by real-time polymerase chain reaction (RT-PCR). The primary outcomes were cumulative incidence (CI) and case fatality (CF). A total of 40 926 persons (67% of total 60 839) had complete records of RT-PCR test across 35 states and the Federal Capital Territory, 12 289 (30.0%) of whom were confirmed COVID-19 cases. Of those confirmed cases, 3467 (28.2%) had complete records of clinical outcome (alive or dead), 342 (9.9%) of which died. The overall CI and CF were 5.6 per 100 000 population and 2.8%, respectively. The highest proportion of COVID-19 cases and deaths were recorded in persons aged 31–40 years (25.5%) and 61–70 years (26.6%), respectively; and males accounted for a higher proportion of confirmed cases (65.8%) and deaths (79.0%). Sixty-six per cent of confirmed COVID-19 cases were asymptomatic at diagnosis. In conclusion, this paper has provided an insight into the early epidemiology of COVID-19 in Nigeria, which could be useful for contextualising public health planning.

Computers and other electronic information and communication devices represent a new millennium in the age of technology development. The advent of computers brought with it a new form of record keeping in software - microfilms, microchips, diskettes, flash drives - that are not by any means within the former understanding of the word ‘documents.' However, tendering computer-generated evidence is often as contentious and acrimonious as the underlying litigation itself, with the party opposing such evidence usually relying on the hearsay rule, among other forms of objections under the old Evidence Act, to prevent its admission.

This article examines the relevance and conceptual analysis of sections of the new Evidence Act, 2011 under which computer-generated evidence can be admissible in evidence as well as the conditions to be fulfilled under each section. The article concludes by suggesting further steps that can create room for other forms of electronic or computer-generated evidence in Nigerian courts.

This study assessed gender and rural/urban differences in height and weight, and the prevalence of stunting, underweight and overweight of school-going adolescents in south-west Nigeria, using 2007 WHO reference values for comparison. The influence of sexual maturity and the socio-demographic correlates of growth performance were also examined. In this cross-sectional study, 924 male (51.4%) and 875 female (48.6%) students (1799 in total) aged 10–19 years from eighteen schools in Ibadan (five rural, nine urban public and four urban private) were interviewed and examined. Although males were significantly taller than females (p<0.05), stunting was more pronounced for males, who were 7.5 cm shorter than the 2007 WHO reference, compared with females who were 3.5 cm shorter. Body mass index (BMI) for girls was also greater than for boys (p<0.05). Rural adolescents had lower heights and BMIs compared with those in urban areas. The mean height of male adolescents in rural schools fell below 2 SDs of the 2007 WHO reference between 14 and 17 years, while heights of males and females in private schools were similar to the median 2007 WHO standard. Low height-for-age was observed in 282 adolescents (15.7%), which, after multivariate analysis, was significantly associated with school type, gender, number of mother's children and puberty onset. Adolescents in rural schools were much more likely to be stunted than those in urban private schools (AOR 13.1; 95% CI 5.2–33.2) and males were three times more likely to be stunted compared with females (AOR 3.3; 95% CI 2.4–1.4). Low BMI-for-age was observed in 240 adolescents (18.9%), with correlates similar to stunting. Adolescents at the pre-puberty stage were twice as likely to have low BMI-for-age (OR 2.0; 95% CI 1.6–2.5) than those with signs of puberty. There were 2.3% overweight adolescents, who were significantly more likely to be female, in private school and post-pubertal. Innovative interventions for Nigerian adolescents, especially rural inhabitants and males, are needed to reduce the prevalence of stunting and underweight.

The general frameworks within which human rights are protected in Nigeria are enshrined in the 1999 Constitution of the Federal Republic of Nigeria. Chapter IV contains an elaborate Bill of Rights. The right guaranteed include: the rights to life, the rights to personal liberty, the rights to fair hearing and the right to freedom of movement among others. Section 42 prohibits unjustifiable discrimination on basis of “ethnic group, place of origin, sex, religion or political opinion.” As for penal infractions, Nigeria has two separate codes, one applying to Southern Nigeria (Criminal Code) and one applicable to Northern Nigeria (Penal Code). These provide for offences against persons, including homicides, assaults and different kinds of sexual and gender specific violations such as rape.
