Le titre de ce colloque, « Econométrie de l’investissement », définit clairement le sujet que nous allons examiner durant ces deux jours. Mon rôle, à l’ouverture de nos travaux, ne consiste donc pas à circonscrire ce sujet, mais plutôt à expliciter certaines réflexions que d’autres parmi vous comme moi font certainement. Celles-ci concernent d’abord l’importance de l’économétrie de l’investissement, mais aussi sa dificulté, ensuite les principes de l’approche qu’elle met en œuvre, enfin le dilemme qu’elle pose à l’entretien de rapports de travail efficaces entre macroéconomistes et économètres. Je traiterai successivement de ces trois points.

Les pays d’Europe occidentale, parmi d’autres, sont confrontés à de redoutables problèmes à moyen terme. Leur système productif a connu une évolution qui a conduit à un déséquilibre entre les capacités de production des entreprises et les ressources en main d’œuvre. Bien que certains signes d’une amélioration se soient manifestés par endroit, la situation y est encore fragile et apparaît en général comme gravement détéiorée. Les entreprises n’ont pas assez développé leurs capacités de production pour les produits fortement demandés à l’échelle mondiale. Quand elles ont investi, elles l’ont fait pour réduire leurs besoins en main d’œuvre.

This paper is devoted to the analysis of the investment behavior of the firm in the context of a quantity rationing (or disequilibrium) model with monopolistic competition on the goods market. Investment is entirely profit-driven as in the q-theory of investment. The profit variable is however decomposed into three components: the markup rate on variable costs, the capacity utilization rate and the discrepancy between the optimal and the actual-labor ratios. The model has the same long run implication as an accelerator model if and only if the optimal capacity utilization rate is constant in the long run. The suggested quantity rationing model is estimated on French data, over the period 1956-1985. The emphasis is on the investment equation. The parameter estimates are shown to have remained fairly stable over time.

This paper constructs and estimates a vintage model of production for manufacturing in the U.K. including the investment and scrapping decisions. The model uses a generalised Leontief flexible functional form, which allows for the testing of ex-ante and ex-post substitution. The data does not allow the rejection of some substitutability at both ex-ante and ex-post stages. The model also allows for an examination of price responsiveness of input-output coefficients. Finally the model is used to construct a capacity utilisation index.

This paper looks at the interrelationships between the real and financial decisions made by the UK industrial and commercial company sector. It uses a capital gains augmented version of Purvis’ integrated expenditure and portfolio allocation model, a development of the Brainard-Tobin “pitfalls” approach. Investment, dividend payments, working capital, debt and equity decisions are modelled simultaneously subject to an income constraint. The results show that the size and composition of the sector’s borrowing commitment play an important part in determining the level of capital spending.

Les années 1980 ont été caractérisées par une atonie persistante de l’investissement industriel des entreprises françaises, une détérioration accusée de leurs comptes jusqu’en 1983 et des taux d’intérêt très élevés. En même temps, plusieurs difficultés sont apparues dans les travaux macroéconomiques consacrés à l’influence des anticipations de demande, du coût relatif des facteurs et du profit sur le comportement d’investissement. Ceci souligne l’intérêt d’une étude de ce comportement sur un panel d’environ 700 entreprises industrielles suivies de 1975 à 1983, qui représentent 30 % de la valeur ajoutée industrielle. Les principales conclusions de l’étude pourraient être les suivantes : le modèle de l’accélérateur est moins pertinent à partir de 1979. La contrainte de rentabilité semble avoir eu une forte influence pendant la période étudiée (1979-1983). Le taux d’intérêt apparent, propre à l’entreprise, semble influencer l’accumulation du capital. Le ratio d’endettement et les aides fiscales n’ont pas une grande importance.
