Following the Old Road: Organizational Imprinting and the Regional Development of Russia

Abstract

In this article, I draw from organizational imprinting theory to illuminate the impact of the Soviet legacy on contemporary Russian economic geography and regional policy. I argue that central coordination in the creation and regulation of Russian urban agglomerations is connected to a socialist imprinted paradigm associated with the Soviet economic regionalization model and territorial-production complexes (TPCs). I conduct a qualitative historical study to analyze the role of the foundational environment and the dynamics in the development of this imprint. I propose that this imprint effect is prone to reproduction in contemporary regional development strategies and community-based paradigms due to exaptation and cultural-cognitive persistence. The article extends the literature of socialist imprinting by demonstrating how imprints may emerge, transform, and affect localized organizational communities in transition economies and highlights the role of imprinted paradigms in policymaking and regional development.

АННОТАЦИЯ

В этой статье я использую теорию организационного импринтинга, чтобы прояснить влияние советского наследия на современную российскую экономическую географию и региональную политику. Я утверждаю, что основной принцип координации при создании и регулировании российских городских агломераций связан с закреплением социалистической парадигмы, которая имеет отношение к советской модели экономической регионализации и территориально-производственным комплексам (ТПК). Я провожу качественное историческое исследование, чтобы проанализировать роль основополагающей среды и динамику развития этого импринта. Я предполагаю, что этот эффект запечатления обычно воспроизводится в современных стратегиях регионального развития и парадигмах на уровне местных сообществ по причине экзаптации и культурно-когнитивной устойчивости. Данная работа расширяет литературу о социалистическом импринтинге и показывает, каким образом импринты могут возникать, трансформироваться и влиять на местные организационные сообщества в странах с переходной экономикой, а также подчеркивает особую роль парадигм импринтинга в разработке стратегического курса и региональном развитии.

RESUMEN

En este artículo, me baso en la teoría de impronta organizacional para esclarecer el impacto del legado soviético en la geografía económica y la política regional rusa contemporánea. Argumento que la coordinación central en la creación y la regulación de las aglomeraciones urbanas rusas está conectada con un grabado paradigma socialista asociado con el modelo de regionalización económica soviético y los complejos territoriales de producción (TPC por sus iniciales en inglés). Realizo un estudio cualitativo histórico para analizar el papel del entorno fundacional y las dinámicas en el desarrollo de esta impronta. Propongo que este efecto de impronta es susceptible a reproducirse en estrategias de desarrollo regional contemporáneas y en los paradigmas comunitarios debido a la exaptación y a la persistencia cultural-cognitiva. Este artículo amplía la literatura de la impronta socialista al demostrar cómo las improntas pueden surgir, transformase y afecta las comunidades organizacionales localizadas en economías de transición y resalta el papel de los paradigmas grabados en la formulación de políticas y en el desarrollo regional.
