The real advantage of receiving a Southern Agricultural Economics Association Lifetime Achievement award is the ability to make this presentation and have it published without having to deal with editors and referees. This provides a certain license of freedom to abstract outside the box without being constrained by your peers. So in this vein, consider the following myths and predictions concerning biofuels. These myths are generally consistent with the Grunwald's (2009) seven myths about alternative energy.

Recent high profile incidents and public debates in the United States have highlighted the increasing interest residents have regarding animal rearing and handling practices. This paper examines resident support for national legislation that mirrors Proposition 2, which in November 2008 passed in California. Results suggest perceptions regarding animal welfare information accuracy of livestock industry and consumer groups are particularly influential determinants of voting behavior and demand. The analysis also suggests residents may not fully appreciate price or tax implications when supporting additional animal welfare legislation. Implications for livestock industry and policy makers are provided along with suggestions for additional research.

Beginning January 1, 2015, conventional cage housing for egg-laying hens is scheduled to be prohibited in California. We consider the economic implications of the new hen housing regulations on the California shell egg industry. Our data show that egg production is more costly using noncage systems than conventional cages. The main result of the new regulations will be a drastic reduction in the number of eggs produced in California, a large increase in egg shipments from out of state, little if any change in hen housing for eggs consumed in California, and little change in egg prices in California.

Livestock producers can respond to increasing consumer demand for certain production process attributes by providing verifiable information on the practices used. Consumer willingness to pay data were used to inform producer decision-making regarding selection of verification entities for four key production process attributes in the production of pork chops and milk. The potential for informing farm-level decision-making with information about consumer demand for product and production process attributes exists beyond the two products assessed as example cases in this analysis.

This discussion highlights some of the strengths and weaknesses of the literature on animal welfare. Most pointedly, the literature on the economics of animal welfare is quite scant. As exemplified by these papers, however, there is a growing body of literature, especially those related to added costs of production and consumer demand for animal welfare attributes.

The effects of the exchange rate, the U.S. agricultural price, the domestic income, and the interest rate on the U.S. net farm income are investigated in a cointegration framework. For this purpose, the Phillips-Hansen fully-modified cointegration (FM-OLS) procedure is applied to annual data for the period 1957-2008. Results suggest that there exists the long-run equilibrium relationship between the U.S. net farm income and the selected macroeconomic variables. We also find that the exchange rate and U.S. agricultural price are more important than other variables in determining the U.S. net farm income.

This article explores the similarities, differences, and implications from the 1970s-1980s experience for the macroeconomic dynamic that may arise from the 2008 price spike and subsequent recession. Role of monetary policy (deviations from Taylor rule) is assessed. This is an argument that has not been too prominent in public discourse about causes of the financial crisis or the policies undertaken to restore stability to financial markets and avoid an even deeper downturn than occurred. The “misery index” is compared across the past and recent macroeconomic events. Effects on agriculture of exchange rates are reviewed, effects dependent on currency values and interest rates that can change quickly and in unexpected ways.

The interconnections of agriculture and energy markets have increased through the rise in the new biofuel agribusinesses and the oil-ethanol-corn linkages. The question is whether these linkages have a causal structure by which oil prices affect commodity prices and through these links, instability is transferred from energy markets to already volatile agricultural markets. In this article, we present empirical results using contemporary time-series analysis and Granger causality supplemented by a directed graph theory modeling approach to identify the links and plausible contemporaneous causal structures among energy and commodity variables. The results show that although there is a strong correlation among oil and commodity prices, the evidence for a causal link from oil to commodity prices is mixed.

Periodically, events occur in the domestic and global economies that remind agricultural economists that macroeconomics matter. This was evident in the early 1980s when the Federal Reserve responded to double-digit inflation by driving interest rates to post-World War II period highs. The Asian financial crisis in the late 1990s, rising oil prices this past decade, and current stress in domestic and overseas financial markets serve to remind us again that externalities can have an effect on the economic performance and financial strength of U.S. agriculture. These effects are transmitted through interest rates, inflation, unemployment, real gross domestic product, and exchange rates.

The development of the commodity programs in the 2008 Farm Bill involved the origination of two complex revenue support initiatives. The two new programs, Average Crop Revenue Election (ACRE) and Supplemental Revenue Assurance (SURE), expanded the risk management tool kit of agricultural producers. The SURE program is a permanent disaster assistance program, whereas the ACRE program is a revenue-based commodity program offered as an alternative to the price-based Direct and Counter-Cyclical Program (DCP) created in the 2002 Farm Bill. For the 2009 signup, only 7.7% of eligible U.S. farms enrolled in the ACRE program. In the southern region, three states had no farms electing ACRE and four others had less than 50. Excluding Oklahoma, less than 1% of all farms in 13 southern states made the ACRE election.

Farm-level data from Illinois and Kansas for the 1991-2007 crops are used to examine the interaction and overlap among crop revenue insurance, Supplemental Revenue Assistance (SURE), and Average Crop Revenue Election (ACRE). Compared with 75% Crop Revenue Coverage Insurance (75% CRCP), ACRE provides more payments and has a greater impact on minimum farm revenue for the Illinois farms. In contrast, for the Kansas farms, 75% CRCP has the greater impact. SURE's relative impact on the Illinois and Kansas farms depends on the metric. The overlap in payments from ACRE and 75% CRCP resulting from covering the same part of the revenue risk distribution is estimated to be less than 5% of ACRE payments. Several proposals for improving the farm safety net are discussed.

This paper considers methods to adversely select on Average Crop Revenue Election (ACRE) and Supplemental Revenue (SURE). In the case of winter wheat, farmers had a large amount of a priori yield and price information before electing 2009 ACRE. Prior to the August 14 sign-up for ACRE, wheat was 3 months into the marketing year. In most years nearly half of the national average price is determined in the first 3 months of the marketing year. With this available information it was clear that Oklahoma, Texas, and Washington wheat would collect the maximum or near the maximum ACRE payment, while there was little chance that ACRE would pay on Colorado wheat.

New revenue-based support programs in the 2008 Farm Bill represent a fundamental shift in farm programs and risk management decision-making. However, complexity, uncertainty, economics, and, arguably, an incomplete analysis of the new Average Crop Revenue Election (ACRE) program all contributed to low enrollment in the new program in 2009. An effective analysis of ACRE should consider farm programs as part of an integrated risk management portfolio, including crop insurance, marketing, and other risk management tools as opposed to a separate lottery program. Improving this integration could be one of the most significant consequences of the 2008 Farm Bill.

Animal identification has been one of the most contentious issues for the last decade in the livestock industry. More specifically, at issue is the idea of a government-sponsored identification system, although it is unclear that an identification system forced on the industry by the market would be any more popular. Rancor over the issue has set livestock groups at odds over the merits of establishing such a framework; it has highlighted differences between species, within species, and by size and scale of agriculture. Given its politically sensitive nature, many groups without a tie to agriculture have been drawn in to lobby on the issue. This article examines the U.S. experience with the development of an animal identification system.

Mexico initiated a federal animal identification (ID) system (SINIIGA) in 2003. The program is administered by an agency of the federal Department of Agriculture (SAGARPA) and has been used primarily to support a federal subsidy program for livestock producers. The program is conceptually well designed, but implementation thus far falls short of the potential and needs, most importantly in animal disease management. Although substantial numbers of animals have been tagged, relatively little progress has been made in developing a usable animal ID information system. Animal health officials currently are not actively involved in the development and use of the system.
