The request for the U.N. Security Council meeting was made by Nicaragua in aletter reproduced above. The Security Council met from July 29-31, 1986. On July 31, a draft resolution was submitted by the Congo, Ghana, Madagascar, Trinidad and Tobago and the United Arab Emirates (at I.L.M. page 1352). The resolution was vetoed by the United States.The vote was 11 in favor (Australia, Bulgaria, China, Congo, Denmark, Ghana, Madagascar, Trinidad and Tobago, U.S.S.R., United Arab Emirates,Venezuela) to one against (United States), with 3 abstentions (France,Thailand,U.K.).

[The excerpts reproduced on the following pages have been limited primarily to statements made by the parties to the dispute, by states involved in the Contadora process, by states submitting the draft resolution, or to statements made in explanation of votes on the draft resolution.Ellipses indicate omissions. The states present at each meeting are indicated.
