Portugal and South Africa voted no; Austria, Belgium, Canada, El Salvador, France, Federal Republic of Germany, Ireland, Israel, Italy, Luxembourg, Malawi, Netherlands, Nicaragua, Paraguay, United Kingdom, United States and Uruguay abstained.
