[At its June 1, 1992, meeting in Paris, the High Level Meeting of the Coordinating Committee for Multilateral Export Controls (COCOM) established a COCOM Cooperation Forum (referred to in the last page of the Charter) on Export Controls that reflects the new East-West relationship. In a press release of June 2, it was announced that the goals of the new COCOM Forum reflect new strategic relationships, particularly with Russia and the other republics of the former Soviet Union. These goals include: significantly wider access by those countries to advanced Western goods and technology; procedures for ensuring against diversion of these sensitive items to military or other unauthorized users; assist the new states to develop their own systems of export controls; and, further cooperation on matters of common concern on export controls.

[The Helsinki Final Act and the Charter of Paris, referred to in the text, appear respectively at 14 I.L.M. 1292 (1975) and at 30 I.L.M. 190 (1991).]
