[The Convention was concluded at the Inter-American Specialized Conference on Human Rights, held at San José, November 7–22, 1969. On November 22, 1969, representatives of the following countries signed the Convention: Chile, Colombia, Costa Rica, El Salvador, Ecuador, Guatemala, Honduras, Nicaragua, Panama, Paraguay, Uruguay, and Venezuela.
[The Resolution and Recommendation concerning the Convention, adopted in the Final Act of the Inter-American Specialized Conference on Human Rights, appear at I.L.M. page 123. The statements of the representatives of Argentina, El Salvador, and Mexico, also contained in the Final Act, appear at I.L.M. page 126.]
