Summary

Principle of Child Welfare

Article 1. 1. All people shall endeavor to enable children to be born and grow up with healthy minds and bodies. 2. Every child shall have equal opportunities for security and care.

Responsibility for the Healthy Growth of Children

Article 2. The central and local governments as well as the guardians of children shall be responsible for the healthy growth of the children both in minds and bodies.

Respect for the Principle of Child Welfare

Article 3. The principles stipulated in the preceding two Articles guarantee the welfare of children and shall be observed at all times in the enforcement of all laws and ordinances concerning children.
