Chapter 2 sets out the theories and relevant concepts used in the book. The arguments for and against anti-dumping laws are explained considering efficiency, fairness and political issues. The theories used are interdisciplinary in nature and require a political economy perspective. Also, macro and micro views need to be taken into account because anti-dumping investigations involve both states and firms. Later, the justifiable level of anti-dumping laws is discussed. Anti-dumping laws are ill-defined cures for market distortions; this book suggests that the improvement of procedural justice can reduce the negative reaction to anti-dumping laws by limiting their misuse.

Chapter 12 concludes the book and ties its different strands together. It explains why, and when, lawfare came to be seen by leading RPF cadres as a functional equivalent to warfare. The chapter further explains why Rwanda’s present resembles its past to a remarkable degree. More specifically, the analysis demonstrates that the government of threat and care in the twenty-first century was informed by a raison d’état that has driven the imposition of grand institutional designs ever since the precolony. What this concluding chapter offers is a path-dependent argument about the rise of lawfare in post-genocide Rwanda. As such, it illustrate the analytic payoff of taking the study of the country’s gacaca courts out of the context of transitional justice.

Regional competition in African countries finds expression in tensions, debates, and competition over policy. Regional economic tensions in African countries tend to find expression in four persistently salient issue areas: (a) demand for redistributive policies and social policy, (b) region- and sector-specific development and regulatory policies, (c) land policy, where redistributive tensions and conflicts arise in the building of national land markets, and (d) issues around state structure and design (the territorial division of powers and prerogatives, as under federalism or decentralization). In most countries, regional cleavages trump class-like or interpersonal income inequalities as a driver of national contestation over issues of policy and collective choice. A 2x2 matrix predicts “regional preferences for decentralization and redistribution” based on a region’s relative economic standing and its political alignment with the center. South Africa, where regional inequality is lower and nationalizing institutions are stronger, is an outlier: Redistributive social policy is more developed than it is anywhere else in Africa, and the issue of national land market integration is less salient than it is in many African countries.

This chapter situates this book’s conceptual and theoretical approach with respect to earlier work on ethnicity and region in African countries and beyond. Earlier work has looked away from regional economic inequality as a political force in Africa, defaulting to theories centered on ethnicity, understood as a force orthogonal to programmatic policy interests and devoid of economic ideology. This work inverts these arguments, showing that regional economic inequalities and differentiation give rise to political cleavage and divergent policy interests. In Africa, the sources of subnational (regional) economic difference and inequality lie in unevenness of natural endowment, regionally specific patterns of state intervention in the economy that date to the colonial period, spatial–sectoral differentiation, and administrative structure. This chapter follows Lipset and Rokkan (1967) in theorizing the sources and nature of regional cleavages that arise in the course of state-building and national economic integration. It identifies institutions that contribute to the “regionalization” of national economies and politics in African countries. Section 2.5 of this chapter lays out the main elements of an approach to the analysis of regionalism that is fit for African contexts.

Does regional inequality give rise to political cleavages in African countries? If so, why and how? At what scale of politics? How do regional difference and inequality shape national politics and policy? The theory of regional politics advanced here is drawn from comparative politics theories of regional tensions that arise in the course of state-building and national economic integration. These are accentuated when socioeconomic inequality and territorial institutions align. This book argues that regional economic differentiation and spatial inequalities, in interaction with strongly territorial state institutions, shape politics and policy in African countries as they do in countries in other parts of the world. National economic integration and state-building activate subnational interests and fuel political tensions over the integration of subnational regions into the national polity and the national market. Regional economic and political heterogeneity and cross-regional inequalities shape both preferences and the relative bargaining power of subnational collectivities. These forces combine to produce persistent regional cleavage structures in national politics. Empirical support is drawn from electoral data from 44 elections across 12 countries, historical maps, and nighttime luminosity, household survey, and crop production data.

This chapter examines the political economy of British theatre – that is, how the state governs and manages the economics of theatre – and British theatre’s often fraught relationship to these arrangements. It considers the place where state funding of theatre has been most necessary but most reluctant: theatre buildings. The chapter first traces the history of capital investment in British theatre since 1945. It shows how the state has taken up its fiscal responsibilities to finance theatre building fitfully, and sometimes inequitably. Against this historical backdrop, the chapter then examines the reconstructed Battersea Arts Centre in south London, which fully re-opened in 2018 after a serious fire. The refurbished BAC, the chapter argues, makes a distinctive and persuasive case for public investment in theatre. Economically, it realises a Keynesian aim articulated at the foundation of the theatrical mixed economy after World War Two: for public investment to increase theatre’s productive capacity. It also puts the value of that investment on show, suggesting an alternative case for public funding, one in which theatre is not simply a ‘good cause’ but a highly credible investment, economically and aesthetically.

The country the different prime ministers have led and the political system over which they have presided have been vastly different. In this chapter, we explore some of the more momentous technological, political, cultural, and social changes that impacted on the office over the 300 years. Only by appreciating these factors, which have been perhaps under-considered in the literature on the office to date, can a rounded appreciation of the office’s survival it be achieved. The sheer pace and extent of these changes makes the continuity and survival of the office of prime minister over the full 300 years, and the adaptability of the individuals involved, even more remarkable.

This chapter reads Wollstonecraft’s Vindication of the Rights of Men as staging not merely a political argument with Edmund Burke’s Reflections on the Revolution in France, but a political economic one. By exhuming the obscured economic substrata of Burke’s work, Wollstonecraft exposes the injustices of the socio-economic order which he sought to naturalise and attacks the economic order on which late eighteenth-century society was founded. Wollstonecraft shows how Burke weaponises ‘specious’ human feeling in defence of existing structures, and how he defends a political economy which subjugates human feeling to a defence of the status quo. In contrast, Wollstonecraft resists the separation of political economic concerns from questions of liberty, equality, and happiness. By insisting that sympathetic feeling for others should be used to reform human community and to motivate political actions to sustain human happiness, she asserts human feeling as an alternative ground of value.

This chapter explores how political economy was understood in Joseph Johnson’s periodical, the Analytical Review, by investigating which publications were listed under the heading of ‘political economy’, and how they were reviewed. It thereby illuminates how political economy was understood in Wollstonecraft’s intellectual milieu. Political economy emerges as a heterogeneous discourse where political and moral ideas mixed with the economic, and where discussions of human nature, and human motivation, as well as of civil society, were often prominent. Writings reviewed as ‘political economy’ in the Analytical Review reveal how the term was used by radical and progressive thinkers as a means for collecting a range of critical perspectives on contemporary society, as well as setting out possible means of improvement. In the eyes of the Analytical Review, political economy offered the prospect of enacting reforms which might increase the happiness of ordinary people, and a means of critiquing existing injustices.

This chapter addresses Wollstonecraft’s engagement with narratives of property and property society in Smith and Rousseau, as reflected in her A Short Residence in Sweden, Norway and Denmark (1796). In political economy’s imaginary, the figure of property encapsulates the ambivalences at the heart of late eighteenth-century modernity and poses questions of affective response and social relation which were fundamental to political economy’s account of social origin. Wollstonecraft’s attention to property of many kinds on her travels is read as an on-going critique of the contemporary political economic order, as well as attempts to imagine alternatives to it, such as the independent, comfortable existence suggested by the farmstead or cottage. Literary form emerges as a means through which questions of human personality and identity in commercial modernity might be framed, and as a means of insisting on ‘something’ more than the mediated social relations of market society’s ‘society of strangers’.

This chapter addresses Wollstonecraft’s Historical and Moral View of the Origin and Progress of the French Revolution (1794), the work in which she engages most explicitly with contemporary political economic thought. Noting that she gives particular prominence to the liberation of the grain trade in the early years of the Revolution, it explores how Wollstonecraft uses the issue to yoke commercial with political forms of liberty. The free circulation of grain was a totemic issue in Adam Smith’s new political economy of ‘natural liberty’, but it also pitted the market against traditional notions of ‘moral economy’. The chapter also explores Wollstonecraft’s links with Girondin politicians, including Jacques Pierre Brissot, and theirs with the Shelburne circle of the 1780s, and discusses the involvement of Americans Joel Barlow and Gilbert Imlay in provisioning the French Republic in the mid-1790s: activity which informed the hostility to commerce of Wollstonecraft’s later works.

This chapter opens with an account of the Bank Restriction Act (1797) as marking a crisis in the British credit system on which the economy depended. It reads Wollstonecraft’s unfinished novel, The Wrongs of Woman (1798), as investigating the gendered systems of affect, belief, and credit which underwrote both political economy and social relations. Against Adam Smith’s attempt to regulate potentially disruptive forms of affect, including credulity and sensibility, the ‘extreme credulity’ of Wollstonecraft’s protagonist, Maria, rewrites the usual story of irrational femininity as the binary other to masculine rationality. Demonstrating the mutual imbrication of financial and sexual economies in late eighteenth-century commercial society, Wollstonecraft attempts to mobilise an alternative economy of social feeling to reform a selfish, sexualised world of commerce based on self-interest, and to reformulate the relations between morality and commercial society – between affect and money – by asking what else might circulate to social advantage.

This chapter reads Wollstonecraft’s Vindication of the Rights of Men and the Vindication of the Rights of Woman as integral to her critique of the culture, behaviour, psychology, and ‘manners’ of commercial society. Against a narrative of human motivation deeply rooted in political economic discourse, Wollstonecraft associates property with indolence, libertinism, and immorality, and offers an alternative moral economy which links virtue to effort, labour, and exertion in the linked spheres of mind, manners, and morals. The imagination is revealed as posing a fundamental challenge to political economy, as an independent power which frees the self from the subject relations of property order. In calling for a ‘revolution in manners’ addressed especially to women, Wollstonecraft looks to a moral revolution against the forces of history and calls on women to save commercial society from itself, and to save themselves from it.
