Escalating global challenges (such as disasters, conflict, and climate change) underline the importance of addressing Chemical, Biological, Radiological, and Nuclear (CBRN) terrorism for sustainable public health strategies. This study aims to provide a comprehensive epidemiological analysis of CBRN incidents in the Middle East and North Africa (MENA) region, emphasizing the necessity of sustainable responses to safeguard healthcare infrastructures.
Method:
Utilizing a retrospective approach, this research analyzes data from the Global Terrorism Database (GTD) covering the period from 2003 to 2020. The study focuses on examining the frequency, characteristics, and consequences of CBRN incidents in the MENA region to identify patterns and trends that pose significant challenges to public health systems.
Results:
The analysis revealed a significant clustering of CBRN incidents in Iraq and Syria, with a predominant involvement of chemical agents. These findings indicate the extensive impact of CBRN terrorism on healthcare infrastructures, highlighting the challenges in providing immediate health responses and the necessity for long-term recovery strategies.
Conclusions:
The study underscores the need for improved healthcare preparedness, robust emergency response systems, and the development of sustainable public health policies. Advocating for international collaboration, the research contributes to the strategic adaptation of healthcare systems to mitigate the impacts of CBRN terrorism, ensuring preparedness for future incidents in the MENA region and beyond.
While vaccine hesitancy has become a salient issue, few studies have examined the influence of international collaboration and vaccine developments on people's attitudes towards vaccines. The international collaboration especially with China has been an integral part of the field of influenza. In recent years, attitudes towards vaccines and China are both heavily politicized in the USA with a deepening partisan divide. Republicans are more likely than Democrats to be vaccine hesitant, and they are also more likely to view China negatively. At the same time, the USA has economic, security, and medical collaboration with Japan and most Americans display a very positive view of the country. Thus, does a more international collaboration or more country-specific vaccine development have an influence on US vaccine hesitancy? This study conducts a survey-embedded question-wording experiment to assess the roles of US–China and US–Japan collaboration and partisanship in people's willingness to get the flu vaccine. Despite the previously successful and effective US–China collaboration, this study finds that respondents especially Republicans are much less likely to receive a US–China flu vaccine than a US–Japan or USA alone. Interestingly, both Democrats and Republicans are as willing to receive a US–Japan vaccine as USA alone. These results point to critical roles of partisanship and international relations.
Scientists are becoming increasingly aware that disparities in opportunities for conducting and publishing research among scientists living under different socio-economic contexts have created pervasive biases and long-lasting impacts on our views of the natural world. These disparities are challenging the establishment of a global research agenda for a variety of disciplines, including seed ecology. Seed ecology has progressed enormously recently, but multiple barriers have hindered progress in the Global South where biodiversity and environmental complexity are highest. Here, we identify ten major challenges that seed ecologists from developing countries face in relation to planning, designing, conducting and publishing their research. We also propose several measures to overcome these challenges: (1) closing biodiversity knowledge shortfalls, (2) enhancing and creating long-term seed ecological networks, (3) supporting better infrastructure, (4) making fieldwork easier and safer, (5) unlocking funding opportunities, (6) promoting inclusive scientific meetings, (7) alleviating language barriers, (8) improving education, (9) shifting the notion of novelty and relevance and (10) supporting native seed markets. The authors recommend that the proposed solutions can be implemented by seed ecologists and the broader scientific community including funding agencies, research directors, journal editors and the academic publishing industry. Solutions can help mitigate multiple challenges simultaneously, thus offering a relatively inexpensive, fast and productive pathway for the development of seed ecology into a truly global research discipline that benefits scientists irrespective of their geographic location and background.
Quantum computing research and development efforts have grown dramatically over the past decades, led in part by initiatives from governments around the world. Government quantum computing investments are often driven by national security or digital sovereignty concerns, with the language used depending on the geography involved. For example, a focus on “national security” and quantum computing is prominent in the USA, while European countries regularly focus on “digital sovereignty”. These phrases are often loosely defined and open to interpretation, and they share some common motivations and characteristics (but also have important differences). This paper identifies specific governmental entities typifying the national security/digital sovereignty perspectives, along with these organisations’ respective roles within national and international policy engagement in quantum computing. It analyses governmental structures, historical developments and cultural characteristics that contributed to this national security–digital sovereignty divide. Building on this analysis, we use the history of other technologies to illustrate how we might adapt tested policy approaches to modern political dynamics and to quantum computing specifically. We frame these policy approaches so that they do not overemphasise “digital sovereignty” or “national security”, but rather address interests shared across both concepts, with a view to facilitating international collaboration.
This study aimed to compare assessments between Beneluxa Initiative member countries’ assessments and identify alignments and divergences.
Methods
A retrospective comparative analysis was performed that investigated (i) number and type of assessed indications (for Austria (AT), Belgium (BE), Ireland (IE), and the Netherlands (NL)); (ii) added benefit conclusions (for BE, IE, and NL); and (iii) the main arguments underlying differences in conclusions (for BE, IE, and NL). Data were retrieved directly from agency representatives and from public HTA reports. European Medicines Agency approved indications were included for drugs assessed between 2016 and 2020, excluding veterinary drugs, generics, and biosimilars.
Results
Only 44 (10 percent) of the 444 included indications were assessed by all four member countries. Between any pair of two countries, the overlap was higher, from 63 (AT–NL) to 188 (BE–IE). Added benefit conclusions matched exactly in 62–74 percent of the indications, depending on the countries compared. In the remaining cases, most often a difference of one added benefit level was observed (e.g., higher vs. equal relative effect). Contradictory outcomes were very rare: only three cases were observed (lower vs. higher effect). When assessing the underlying arguments for seven cases with different outcomes, differences were attributable to slight differences in weighing of evidence and uncertainties rather than disagreement on aspects within the assessment itself.
Conclusions
Despite high variability in European HTA procedures, collaboration on HTA between the Beneluxa Initiative member countries is very feasible and would likely not result in added benefit conclusions that would be very different from added benefit conclusions in national procedures.
This article provides a critical review of new policies in China, the United States, and the European Union that characterize genomic data as a national strategic resource. Specifically, we review policies that regulate human genomic data for economic, national security, or other strategic purposes rather than ethical or individual rights purposes.
The Astrobiology Graduate Conference (AbGradCon) is an annual conference both organized for and by early-career researchers, postdoctoral fellows, and students as a way to train the next generation of astrobiologists and develop a robust network of cohorts moving forward. AbGradCon 2021 was held virtually on 14–17 September 2021, hosted by the Earth-Life Science Institute (ELSI) of Tokyo Institute of Technology after postponement of the in-person event in 2020 due to the COVID-19 pandemic. The meeting consisted of presentations by 120 participants from a variety of fields, two keynote speakers, and other career-building events and workshops. Here, we report on the organizational and executional aspects of AbGradCon 2021, including the meeting participant demographics, various digital aspects introduced specifically for a virtual edition of the meeting, and the abstract submission and evaluation process. The abstract evaluation process of AbGradCon 2021 is unique in that all evaluations are done by the peers of the applicants, and as astrobiology is inherently a broad discipline, the abstract evaluation process revealed a number of trends related to multidisciplinarity of the astrobiology field. We believe that meetings like AbGradCon can provide a unique opportunity for students and early career researchers in astrobiology to experience community building, inter- and multidisciplinary collaboration, and career training and would be a welcome sight in other fields as well. We hope that this report provides inspiration and a basic roadmap for organizing future conferences in any field with similar goals.
Chapter Ten explores the applicability of the right to science to the 2020 coronavirus pandemic. The disproportionate impact of the virus on minorities and the socioeconomically disadvantaged highlights the importance of the fundamental human rights principles of equality, non-discrimination and international cooperation. The rise of government surveillance powers occasioned in some countries due to the need for contact tracing and public health measures give rise to dual use concerns. The woefully inadequate preventive measures taken before the pandemic illustrate the need for States Parties to progressive realize their obligations under the right to science before disaster strikes. Yet the current, global response to the pandemic also represents an unprecedented degree of international collaboration, and the evidence-based responses of some individual nations have saved countless lives.
The current pandemic has only confirmed the need for international collaboration and more extended use of telepsychiatry than before. Unfortunately, regulatory constraints and lack of standardization are posing significant barriers to the internationalization of telepsychiatry. A need for global guidelines and service standardizations is of utmost importance in this rapidly growing but not yet well-established field. By mastering telepsychiatry, the professionals also may enable the remote provision of other eMH approaches complementary to well-known, traditional service(s). However, first, one ought to become familiar with the basics of telepsychiatry. Globally standardized telepsychiatric service and uniform regulations are prerequisites for fruitful international cooperation.

Methods
A structured review of the main challenges, innovations, and settings in the first Global Guidelines for Telepsychiatry, published by WPA.
Results
With proper preparation and thoughtful risk management, telepsychiatry can be an invaluable tool for allowing greater access to care. However, certain prerequisites must be fulfilled to achieve the desired goals. These prerequisites are e.g. choice of the technology, settings, patient/provider preferences as well as competencies and skills, all outlined in this document.
Conclusions
This WPA document may pave the way for the development of global regulations in order to break down the barriers of accessibility for both the professionals as well as for the patients worldwide. Further, it may help professionals in setting up a standardized telepsychiatry service(s) in addition to the existing mental health system(s).

Here we discuss the growing dominance of teams in science. Importantly, this shift toward collaborative work is not unique to fields where experimental challenges are becoming more complex and expensive. Rather, we see a universal rise in team science even in “pencil and paper” disciplines like mathematics and sociology. We find that teams tend to produce more impactful science, garnering more citations than solo-authored work at all points in time and across all disciplines. What has driven the shift toward collaboration in science? The increasing complexity and expense of scientific experimentation forces communities to share resources and knowledge effectively. Additionally, the ever-broadening body of knowledge has made specialization necessary, which means that each person has command of a small piece of a larger puzzle. We also discuss what we call “the death of distance” created by advancing technologies, which has made collaboration easier both among institutions and across international borders. While the advantages of these types of collaboration are clear, there are some potential drawbacks which we detail here.
All the decisions we make in school – what gets taught (curriculum design), how we teach (pedagogy) and what learning we recognise and reward (assessment and certification) – should be based in beliefs about the purpose of learning. But there is currently no agreed coherent answer to the question 'What is learning at school for?' The implicit answer is built on economics: that the purpose of education is to provide 'growth' as measured by GDP. But growth, and particularly the narrower concept of GDP, are insufficient and increasingly attacked by economists themselves. We cannot continue to simply 'supply' skills and expect the economy to use them to create productive, equal societies. The challenges of inequality, resource exploitation and ill-health are not being solved in this way. A broader narrative must encompass more of what we know about what makes for healthy lives, societies and ecosystems.
This concluding chapter ties together key themes presented throughout this volume, the first book on social justice for children and youth that takes an international perspective. The primary conclusion for this work is that there are significant problems with social injustice for children and youth all around the world, in less-developed and developed nations. This is a foundational human rights issue that should be prioritized in all communities; yet in reality progress has been very limited. While there is some emerging literature, important guiding policy documents, and a number of networks trying to deepen this work, there is a relative dearth of coordinated efforts taking this challenge head on, to assure that policies and practices build a linked agenda that promotes wellness for children and youth, while assuring social justice for them.
In 2018, two schools from Japan participated in Stories of Tomorrow, a computer-based STEAM educational practice for primary school students. We were able to learn from the students’ feedback that through problem-solving, a spirit of collaboration, a spirit of overcoming failure, and a deep understanding of scientific research and technology development have been nurtured. We also confirmed the importance of translation and coordination to cross over the language barrier.
ITAU, the Iranian teacher’s astronomy union, has attempted for many years to introduce astronomy to the teachers and students not only in Iran but also around the world by providing various materials and projects. The primary goal of ITAU is also to protect the environment with a help of students; therefore, first, try to change the attitude of students. SINA, Student’s International Network for Astronomy, will follow the goals.
SeneSTEM aims to bring Senegalese children and young people into contact with science, and – by extension – with the STEM disciplines (Science Technology Engineering Mathematics) in a very accessible and illustrative way. We do this with concrete workshops and experiments, for both teachers and for groups of children and young people. In collaboration with different educational organisations in Senegal, among which the Senegalese Association for the Promotion of Astronomy, SeneSTEM ensures that all layers of the population are enthusiastic about science (education). Special attention is given to motivating girls for scientific careers. SeneSTEM actions are based on an international collaboration partly supported by development funds from the city of Antwerp and the University of Antwerp (Belgium).
Health care is provided under the conditions in which people live and under the rules and regulations of a prevailing health system. As a consequence, ‘local’ circumstances are an important determinant of the actual care that can be provided and its effects on the health of individuals and populations. This plays in particular, but not exclusively, a role in community-based primary health care. Although this is generally accepted, there is little insight in the impact of the setting and context in which health care is provided on the outcome of care.
Aim
This paper argues the case to use this natural variation within and between countries as an opportunity to be used as a form of natural experiment in health research.
Arguments
We argue that analysing and comparing outcomes across settings, that is comparative outcomes of interventions that have been performed under different health care conditions will improve the understanding of how the real-life setting in which health care is provided – including the health system, the socio-economic circumstances and prevailing cultural values – do determine outcome of care.
Recommendations
To facilitate comparison of research findings across health systems and different socio-economic and cultural contexts, we recommend a more detailed reporting of the conditions and circumstances under which health research has been performed. A set of core variables is proposed for studies in primary health care.
The Pediatric and Congenital Electrophysiology Society (PACES) is a non-profit organisation comprised of individuals dedicated to improving the care of children and young adults with cardiac rhythm disturbances. Although PACES is a predominantly North American-centric organisation, international members have been a part of PACES for the last two decades. This year, PACES expanded its North American framework into a broadly expansive international role. On 12 May, 2015, paediatric electrophysiology leaders from within the United States of America and Canada met with over 30 international paediatric electrophysiologists from 17 countries and five continents discussing measures to (1) expand PACES’ global vision, (2) address ongoing challenges such as limited resource allocation that may be present in developing countries, (3) expand PACES’ governance to include international representation, (4) promote joint international sessions at future paediatric EP meetings, and (5) facilitate a global multi-centre research consortium. This meeting marked the inception of a formal international collaborative spirit in PACES. This editorial addresses some solutions to breakdown the continental silos paediatric electrophysiologists have practiced within; however, there remain ongoing limitations, and future discussions will be needed to continue to move the PACES global international vision forward.
Mass gatherings (MGs) occur worldwide on any given day, yet mass-gathering health (MGH) is a relatively new field of scientific inquiry. As the science underpinning the study of MGH continues to develop, there will be increasing opportunities to improve health and safety of those attending events. The emerging body of MG literature demonstrates considerable variation in the collection and reporting of data. This complicates comparison across settings and limits the value and utility of these reported data. Standardization of data points and/or reporting in relation to events would aid in creating a robust evidence base from which governments, researchers, clinicians, and event planners could benefit. Moving towards international consensus on any topic is a complex undertaking. This report describes a collaborative initiative to develop consensus on key concepts and data definitions for a MGH “Minimum Data Set.” This report makes transparent the process undertaken, demonstrates a pragmatic way of managing international collaboration, and proposes a number of steps for progressing international consensus. The process included correspondence through a journal, face-to-face meetings at a conference, then a four-day working meeting; virtual meetings over a two-year period supported by online project management tools; consultation with an international group of MGH researchers via an online Delphi process; and a workshop delivered at the 19thWorld Congress on Disaster and Emergency Medicine held in Cape Town, South Africa in April 2015. This resulted in an agreement by workshop participants that there is a need for international consensus on key concepts and data definitions.

Objectives: The European Network for Health Technology Assessment (EUnetHTA) Joint Action Project Framework, 2010–12, Work Package 7B (WP 7B), was aimed at facilitating collaboration between HTA agencies to avoid duplication of assessment efforts. A major task of WP 7B was to collect information on planned and ongoing (POP) projects by EUnetHTA agencies and to incorporate this information in a POP Database. We analyzed whether the Database served its intended purpose.
Methods: A survey was sent to all fifty-seven EUnetHTA partners, complemented by telephone interviews with the Ludwig Boltzmann Institute of HTA in Austria (lead institution). Furthermore, detailed documentation on the activities of the POP Database was provided to the research team at CAST (University of Southern Denmark) by the lead institution.
Results: Forty-two of fifty-seven agencies (74 percent) responded to the survey. Eleven collaborations initiated by agencies themselves were reported. The scope of these collaborative activities was usually limited to information exchange on for example literature search protocols. A slight reduction of duplication of effort was documented. In addition, twelve collaborations at the full report level were initiated by the lead institution.
Conclusion: While the POP Database has the potential to reduce duplication of effort, this has not been realized during the 3-year period of the EUnetHTA Joint Action Project Framework, 2010–12. Further evidence needs to be gathered to determine whether the POP Database is effective and whether the benefits outweigh the resources required to maintain it.
Objectives: The aim of this study was to describe the techniques used in achieving consensus on common standards to be implemented in the EUnetHTA Information Management System (IMS); and to describe how interoperability between tools was explored.
Methods: Three face to face meetings were organized to identify and agree on common standards to the development of online tools. Two tools were created to demonstrate the added value of implementing interoperability standards at local levels. Developers of tools outside EUnetHTA were identified and contacted.
Results: Four common standards have been agreed on by consensus; and consequently all EUnetHTA tools have been modified or designed accordingly. RDF Site Summary (RSS) has demonstrated a good potential to support rapid dissemination of HTA information. Contacts outside EUnetHTA resulted in direct collaboration (HTA glossary, HTAi Vortal), evaluation of options for interoperability between tools (CRD HTA database) or a formal framework to prepare cooperation on concrete projects (INAHTA projects database).
Conclusions: While being entitled a project on IT infrastructure, the work program was also about people. When having to agree on complex topics, fostering a cohesive group dynamic and hosting face to face meetings brings added value and enhances understanding between partners. The adoption of widespread standards enhanced the homogeneity of the EUnetHTA tools and should thus contribute to their wider use, therefore, to the general objective of EUnetHTA. The initiatives on interoperability of systems need to be developed further to support a general interoperable information system that could benefit the whole HTA community.
