  • The capability approach is a versatile framework rooted on issues of justice and multidimensional assessment of quality of life developed in the 1980s as an alternative approach to prevailing mainstream development ideas focused narrowly on economic development. Most closely associated with the work of Amartya Sen, it has become of great interest to development scholars from a variety of different disciplines. Much has already been done exploring the conceptual foundations of the capability approach and discussing Sen's contribution to the field, but few books have explored the links between social choice (another field with rich contributions by Sen) and human development issues. Featuring many of the world's leading experts on social choice theory and capability indicators, Social Choice, Agency, Inclusiveness and Capabilities combines these interrelated themes into one volume and fully explores the relevance of social choice to human development.

  • Summary

    This chapter addresses the questions of how policy choices to improve education might be addressed by looking across social choice theory, public choice theory and capability approaches. The intention is to try and understand how to evaluate innovative programmes that are set up to improve the chances of the most disadvantaged children, and why these well-intentioned programmes continue to face challenges in terms of ensuring a scaling-up procedure. The chapter draws on an evaluative study undertaken in 2014 and 2015 to examine the dissemination and scaling up of the educationally innovative Activity Based Learning (ABL) programme in Tamil Nadu, India, to improve the retention rates and learning outcomes of children from challenging socio-economic backgrounds. The studys aim was to compare the manner and rolling out of the programme in Tamil Nadu with ABL programmes elsewhere, and to ascertain the extent to which they had been successful.

  • Summary

    This chapter provides an overview of the books main issues and how they constitute a key narrative for understanding the links between Amartya Sens social choice theory (SCT) and other elements of his capability approach. It invites its readers to a long interdisciplinary journey, from an acknowledgement of the SCT features in Sen’s work to rich analytical categories that expand the core of SCT towards new forms of social theorizing. More specifically, it reviews the main features of Sen’s SCT and discusses a wide range of issues related to collective choices and individual values, such as those of consensus building, institutional change, identity perceptions, inclusiveness, notions of agency, the role of moral sentiments and emotions in shaping social choice, an ethics of sufficiency versus an ethics of optimal social capability, the influence of psychological aspects on individuals’ choices and the role of social structures in shaping people’s social priorities. It covers a wide range of empirical cases, and advances a proposal for a broader notion of social choice that can be richer, more interdisciplinary and more useful to human development theory and policies.

  • References to Malthus are increasingly evident in narratives of agricultural trends in development discourse at the end of the twentieth century. This article addresses the long roots of Malthusian thinking in formulating public policy, that can be traced across from Malthus's own ideas and to subsequent construction of neo-Malthusianisms in the nineteenth and twentieth centuries. It deploys the distinction between two approaches to statistical data collection that emerge in Malthus's own time: an ‘open’ system that collects data to identify trends, and a ‘closed’ system that uses data to prove an existing model. The article uses these distinctions in order to demonstrate opposing tendencies in policy-making in both England and India, with particular reference to Indian agriculture. It shows how radical thinking about data collection as an inductive line of enquiry lost out to a deductive approach that regarded data on Indian agriculture as doomed, because of its ‘unimproved’ condition, and highlights three moments where opposing tendencies were important. The article concludes that this turn in thinking about food, land, and people continues to persist in agricultural policy-making in international development circles into the present.
