We describe 14 yr of public data from the Parkes Pulsar Timing Array (PPTA), an ongoing project that is producing precise measurements of pulse times of arrival from 26 millisecond pulsars using the 64-m Parkes radio telescope with a cadence of approximately 3 weeks in three observing bands. A comprehensive description of the pulsar observing systems employed at the telescope since 2004 is provided, including the calibration methodology and an analysis of the stability of system components. We attempt to provide full accounting of the reduction from the raw measured Stokes parameters to pulse times of arrival to aid third parties in reproducing our results. This conversion is encapsulated in a processing pipeline designed to track provenance. Our data products include pulse times of arrival for each of the pulsars along with an initial set of pulsar parameters and noise models. The calibrated pulse profiles and timing template profiles are also available. These data represent almost 21 000 h of recorded data spanning over 14 yr. After accounting for processes that induce time-correlated noise, 22 of the pulsars have weighted root-mean-square timing residuals of
in at least one radio band. The data should allow end users to quickly undertake their own gravitational wave analyses, for example, without having to understand the intricacies of pulsar polarisation calibration or attain a mastery of radio frequency interference mitigation as is required when analysing raw data files.
Political commentary is a key component of news coverage in any liberal democracy. Yet theorising the role played by political commentators in a rapidly transforming media sphere – further destabilised by voters’ increasing mistrust of expertise and of political and media institutions – is rare in the social science literature. This article adopts a mixed methodological approach to argue that political commentators today perform one or more of three functions – ‘public educator’, ‘value educator’ and ‘polemicist’ – with commentators now falling into one of seven types. Given the broadening and flattening of news media dissemination and consumption – and arguably the ‘dumbing down’ and ‘shallowing out’ of news media coverage in a postmodern social media age where truth and facts are too often subordinated by rhetoric and opinion – this article argues that the role of the academic political commentator is now more critical than ever. It also argues that academic commentators must offer not only objective descriptive analysis of political events but also potentially subjective normative analysis – in effect, narrative ‘guardrails’ – to remind voters of what is and is not acceptable political behaviour in a ‘post-truth’ anti-expert age.
In September 2014, as part of a national initiative to increase access to liaison psychiatry services, the liaison psychiatry services at Bristol Royal Infirmary received new investment of £250 000 per annum, expanding its availability from 40 to 98 h per week. The long-term impact on patient outcomes and costs, of patients presenting to the emergency department with self-harm, is unknown.
To assess the long-term impact of the investment on patient care outcomes and costs, of patients presenting to the emergency department with self-harm.
Monthly data for all self-harm emergency department attendances between 1 September 2011 and 30 September 2017 was modelled using Bayesian structural time series to estimate expected outcomes in the absence of expanded operating hours (the counterfactual). The difference between the observed and expected trends for each outcome were interpreted as the effects of the investment.
Over the 3 years after service expansion, the mean number of self-harm attendances increased 13%. Median waiting time from arrival to psychosocial assessment was 2 h shorter (18.6% decrease, 95% Bayesian credible interval (BCI) −30.2% to −2.8%), there were 45 more referrals to other agencies (86.1% increase, 95% BCI 60.6% to 110.9%) and a small increase in the number of psychosocial assessments (11.7% increase, 95% BCI −3.4% to 28.5%) per month. Monthly mean net hospital costs were £34 more per episode (5.3% increase, 95% BCI −11.6% to 25.5%).
Despite annual increases in emergency department attendances, investment was associated with reduced waiting times for psychosocial assessment and more referrals to other agencies, with only a small increase in cost per episode.
Synthetic biology has a huge potential to produce the next generation of advanced materials by accessing previously unreachable (bio)chemical space. In this prospective review, we take a snapshot of current activity in this rapidly developing area, focusing on prominent examples for high-performance applications such as those required for protective materials and the aerospace sector. The continued growth of this emerging field will be facilitated by the convergence of expertise from a range of diverse disciplines, including molecular biology, polymer chemistry, materials science, and process engineering. This review highlights the most significant recent advances and addresses the cross-disciplinary challenges currently being faced.
Research showing that risk for schizophrenia, bipolar disorder with psychosis, and other psychosis-spectrum diagnoses in adulthood is multidetermined has underscored the necessity of studying the additive and interactive factors in childhood that precede and predict future disorders. In this study, risk for the development of psychosis-spectrum disorders was examined in a 2-generation, 30-year prospective longitudinal study of 3,905 urban families against a sociocultural backdrop of changing economic and social conditions. Peer nominations of aggression, withdrawal, and likeability and national census information on neighborhood-level socioeconomic disadvantage in childhood, as well as changes in neighborhood socioeconomic conditions over the lifespan, were examined as predictors of diagnoses of schizophrenia, bipolar disorder, and other psychosis-spectrum disorders in adulthood relative to developing only nonpsychotic disorders or no psychiatric disorders. Individuals who were both highly aggressive and highly withdrawn were at greater risk for other psychosis-spectrum diagnoses when they experienced greater neighborhood disadvantage in childhood or worsening neighborhood conditions over maturation. Males who were highly aggressive but low on withdrawal were at greater risk for schizophrenia diagnoses. Childhood neighborhood disadvantage predicted both schizophrenia and bipolar diagnoses, regardless of childhood social behavior. Results provided strong support for multiple-domain models of psychopathology, and suggest that universal preventive interventions and social policies aimed at improving neighborhood conditions may be particularly important for decreasing the prevalence of psychosis-spectrum diagnoses in the future.
Sample preparation techniques for radiocarbon analysis of dissolved inorganic carbon (DIC) and dissolved organic carbon (DOC) in freshwater, as well as CO2 and CH4 in gas mixtures are presented. Focused efforts have been on developing a robust and low-background wet oxidation extraction method for DOC in freshwater, following routine methods developed for stable carbon isotope analysis and adapted for radiocarbon (14C) analysis. DIC (by acidification) and DOC (by wet oxidation) are converted to CO2 in pre-baked septum-fitted borosilicate bottles, where the resulting CO2 is extracted from the dissolved and headspace portions on a low-flow He-carrier flow-through system interfaced to a vacuum extraction line. A peripheral CH4 extraction line interfaces to the flow line to separate CH4 from environmental samples following the methods of Pack et al. 2015. High sample throughput and low blanks are achievable with this method. DIC and DOC blanks are consistently <0.7 pMC, while CO2 and CH4 blanks are typically <0.1 pMC.
The Glen Rose and Walnut formations of southcentral and northcentral Texas comprise shallow-water carbonates deposited during the late Aptian to middle Albian on a carbonate platform. The formations are famous for their rich fossil faunas. Although bryozoans are absent in late Aptian sediments, they are frequently found encrusting bivalve shells from the early to middle Albian parts of these formations. Here, we describe the cyclostome bryozoan fauna, which includes six species; Stomatopora sp., Oncousoecia khirar n. sp., Reptomultisparsa mclemoreae n. sp., Hyporosopora keera n. sp., Mesonopora bernardwalteri n. sp., and ?Unicavea sp. Most cyclostomes are found encrusting rudist shells from Unit 2 of the Lower Member of the Glen Rose Formation and units 3 and 6 of the Upper Member of the Glen Rose Formation.
Gymnolaemate bryozoans are common encrusters on bivalve shells from the early to middle Albian parts of the Glen Rose and Walnut formations of southcentral and northcentral Texas. Here, we report for the first time the presence of seven gymnolaemate bryozoans, all of which represent new species. They include the bioimmured ctenostome Simplicidium jontoddi n. sp., and the cheilostomes Rhammatopora glenrosa n. sp., Iyarispora ikaanakiteeh n. gen. n. sp., Iyarispora chiass n. gen. n. sp., Charixa bispinata n. sp., Charixa sexspinata n. sp., and Charixa emanuelae n. sp. The Glen Rose bryozoans slightly antedate the commencement of an explosive bryozoan radiation and the first appearance of neocheilostomes in the late Albian. Although the diversity of cheilostomes in the Glen Rose and Walnut formations is similar to that of cyclostomes, cheilostomes are more abundant and produced larger colonies. These formations therefore yield the oldest known bryozoan assemblage dominated in terms of biomass by cheilostomes. The genus concept of Charixa is discussed and amended.
In December 2015, the African Union (AU) took the unprecedented step of threatening to use military force against the government of Burundi's wishes in order to protect civilians caught up in the country's intensifying domestic crisis. This article traces the background to this decision and analyses the effectiveness and credibility of the AU's use of coercive diplomacy as a tool of conflict management. After its usual range of conflict management tools failed to stem the Burundian crisis, the AU Commission and Peace and Security Council tried a new type of military compellence by invoking Article 4(h) of the Union's Constitutive Act. We argue that the threatened intervention never materialised because of (1) the Burundian government's astute diplomacy and (2) several African autocrats’ resistance to setting a precedent for future interventions where concerns about civilian protection might override state sovereignty.
A robust biomedical informatics infrastructure is essential for academic health centers engaged in translational research. There are no templates for what such an infrastructure encompasses or how it is funded. An informatics workgroup within the Clinical and Translational Science Awards network conducted an analysis to identify the scope, governance, and funding of this infrastructure. After we identified the essential components of an informatics infrastructure, we surveyed informatics leaders at network institutions about the governance and sustainability of the different components. Results from 42 survey respondents showed significant variations in governance and sustainability; however, some trends also emerged. Core informatics components such as electronic data capture systems, electronic health records data repositories, and related tools had mixed models of funding including, fee-for-service, extramural grants, and institutional support. Several key components such as regulatory systems (e.g., electronic Institutional Review Board [IRB] systems, grants, and contracts), security systems, data warehouses, and clinical trials management systems were overwhelmingly supported as institutional infrastructure. The findings highlighted in this report are worth noting for academic health centers and funding agencies involved in planning current and future informatics infrastructure, which provides the foundation for a robust, data-driven clinical and translational research program.
Some time during late 2018, Queensland will become home to exactly five million people. That milestone alone is enough for any state to take stock, but when faced with both fiscal opportunity and economic challenges — and a recent state election that exposed a deeply divided electorate — it is clear that Queensland in 2018 finds itself at crossroads. Do we, in our economic and social policy, embrace risk and look forward to an optimistic future, or does a fearful Queensland turn inwards to seek a golden past that may never truly have existed? Do we continue to build a globalised and multicultural Queensland, or do we return to parochialism, protectionism and populism?
History will record the 2017 Queensland state election not only for its series of firsts — Annastacia Palaszczuk is the first woman state premier to win two successive elections — but also because it defied expectations. Despite its own lack-lustre campaign, an inauspicious economic climate and the revival of Pauline Hanson's One Nation (PHON), Palaszczuk's Labor Government enjoyed a small after-preference swing to it (despite a small primary swing against it) to win four additional seats and, with it, its first majority in the Legislative Assembly. Conversely, the Liberal-National Party (LNP) lost three seats in a significant primary swing against it, while PHON, after a chaotic campaign, won a just single seat in a statewide primary vote that fell well below expectations. This article argues that these unexpected results can be attributed to a number of factors, ranging from Palaszczuk's relative popularity to voters’ desire for stable government to their disdain for an opposition (and opposition leader) many conflated with both PHON and former LNP Premier Campbell Newman. The article also suggests the election of the first majority government since 2012 could mark the stabilising of a hitherto volatile Queensland electorate as Palaszczuk appears to extend Labor's second electoral hegemony.
An internationally approved and globally used classification scheme for the diagnosis of CHD has long been sought. The International Paediatric and Congenital Cardiac Code (IPCCC), which was produced and has been maintained by the International Society for Nomenclature of Paediatric and Congenital Heart Disease (the International Nomenclature Society), is used widely, but has spawned many “short list” versions that differ in content depending on the user. Thus, efforts to have a uniform identification of patients with CHD using a single up-to-date and coordinated nomenclature system continue to be thwarted, even if a common nomenclature has been used as a basis for composing various “short lists”. In an attempt to solve this problem, the International Nomenclature Society has linked its efforts with those of the World Health Organization to obtain a globally accepted nomenclature tree for CHD within the 11th iteration of the International Classification of Diseases (ICD-11). The International Nomenclature Society has submitted a hierarchical nomenclature tree for CHD to the World Health Organization that is expected to serve increasingly as the “short list” for all communities interested in coding for congenital cardiology. This article reviews the history of the International Classification of Diseases and of the IPCCC, and outlines the process used in developing the ICD-11 congenital cardiac disease diagnostic list and the definitions for each term on the list. An overview of the content of the congenital heart anomaly section of the Foundation Component of ICD-11, published herein in its entirety, is also included. Future plans for the International Nomenclature Society include linking again with the World Health Organization to tackle procedural nomenclature as it relates to cardiac malformations. By doing so, the Society will continue its role in standardising nomenclature for CHD across the globe, thereby promoting research and better outcomes for fetuses, children, and adults with congenital heart anomalies.
Whether monozygotic (MZ) and dizygotic (DZ) twins differ from each other in a variety of phenotypes is important for genetic twin modeling and for inferences made from twin studies in general. We analyzed whether there were differences in individual, maternal and paternal education between MZ and DZ twins in a large pooled dataset. Information was gathered on individual education for 218,362 adult twins from 27 twin cohorts (53% females; 39% MZ twins), and on maternal and paternal education for 147,315 and 143,056 twins respectively, from 28 twin cohorts (52% females; 38% MZ twins). Together, we had information on individual or parental education from 42 twin cohorts representing 19 countries. The original education classifications were transformed to education years and analyzed using linear regression models. Overall, MZ males had 0.26 (95% CI [0.21, 0.31]) years and MZ females 0.17 (95% CI [0.12, 0.21]) years longer education than DZ twins. The zygosity difference became smaller in more recent birth cohorts for both males and females. Parental education was somewhat longer for fathers of DZ twins in cohorts born in 1990–1999 (0.16 years, 95% CI [0.08, 0.25]) and 2000 or later (0.11 years, 95% CI [0.00, 0.22]), compared with fathers of MZ twins. The results show that the years of both individual and parental education are largely similar in MZ and DZ twins. We suggest that the socio-economic differences between MZ and DZ twins are so small that inferences based upon genetic modeling of twin data are not affected.
Education is a crucial social determinant of health. Food insecurity can be detrimental to children’s academic achievement, potentially perpetuating a cycle of poverty and food insecurity. We aimed to assess the relationship between food insecurity and academic achievement in Canadian school-aged children.
Cross-sectional study of children and parents. Parents completed the short-form Household Food Security Survey Module and questions about income and education level (socio-economic status). Children completed FFQ. Data were prospectively linked to children’s performance on standardized exams written one year later. Mixed-effect logistic regression was employed to assess the relationship between food insecurity and likelihood of meeting academic expectations adjusting for socio-economic status, diet quality and potential confounders.

Low food security was reported by 9·8 % of households; very low food security by 7·1 % of households. Students from low-income households and reporting poor diet quality were less likely to do well in school. Children who lived in households reporting very low food security had 0·65 times the odds (OR=0·65; 95 % CI 0·44, 0·96) of meeting expectations for reading and 0·62 times the odds (OR=0·62; 95 % CI 0·45, 0·86) of meeting expectations for mathematics.
Very low household insecurity is associated with poor academic achievement among children in Nova Scotia.
