By ratifying the UN Convention on the Rights of Persons with Disabilities (CRPD) in 2018, Ireland has undertaken inter alia the obligation to implement ‘an inclusive education system at all levels and lifelong learning’, as required by Article 24. However, concerns have been repeatedly expressed about the practice of inclusive education in Ireland in terms of admission policies, funding, school choice and reduced timetabling. This paper investigates whether, and to what extent, the current approach to special educational needs (SEN) in Ireland complies with the aim of ensuring an inclusive educational system in which children with disabilities are valued and empowered. Ireland is an interesting case-study due to its history of marginalisation of children with disabilities and its relatively recent engagement with the concept of inclusive education. By using a socio-legal approach, drawing on qualitative interviews with key stakeholders in education combined with a legal analysis of relevant primary and secondary sources, it examines the current practices relating to the education of children with disabilities in Ireland.

Hepatitis A virus (HAV) infection is a notifiable disease in Ireland, with national coverage of clinical and laboratory surveillance. In December 2020, a cluster of 11 HAV cases among the Irish Traveller community was detected. The outbreak investigation identified 61 total HAV cases from September 2020 to November 2021. Sequenced isolates were sub-genotype IA with identical genome sequence. Case-patients were predominantly aged under 18 (77%), hospitalised (46%) and lived on communal residential sites. Mass onsite HAV vaccination was employed following failure of initial ring vaccination to contain the outbreak. This is the largest outbreak of HAV described in Ireland, involving spillover to the UK and Netherlands. We recommend mass HAV vaccination and tailored communication for outbreak control in migratory subpopulations.

Contemporary theories of early development and emerging child psychopathology all posit a major, if not central role for physiological responsiveness. To understand infants’ potential risk for emergent psychopathology, consideration is needed to both autonomic reactivity and environmental contexts (e.g., parent–child interactions). The current study maps infants’ arousal during the face-to-face still-face paradigm using skin conductance (n = 255 ethnically-diverse mother–infant dyads; 52.5% girls, mean infant age = 7.4 months; SD = 0.9 months). A novel statistical approach was designed to model the potential build-up of nonlinear counter electromotive force over the course of the task. Results showed a significant increase in infants’ skin conductance between the Baseline Free-play and the Still-Face phase, and a significant decrease in skin conductance during the Reunion Play when compared to the Still-Face phase. Skin conductance during the Reunion Play phase remained significantly higher than during the Baseline Play phase; indicating that infants had not fully recovered from the mild social stressor. These results further our understanding of infant arousal during dyadic interactions, and the role of caregivers in the development of emotion regulation during infancy.

The Variables and Slow Transients Survey (VAST) on the Australian Square Kilometre Array Pathfinder (ASKAP) is designed to detect highly variable and transient radio sources on timescales from 5 s to $\sim\!5$ yr. In this paper, we present the survey description, observation strategy and initial results from the VAST Phase I Pilot Survey. This pilot survey consists of $\sim\!162$ h of observations conducted at a central frequency of 888 MHz between 2019 August and 2020 August, with a typical rms sensitivity of $0.24\ \mathrm{mJy\ beam}^{-1}$ and angular resolution of $12-20$ arcseconds. There are 113 fields, each of which was observed for 12 min integration time, with between 5 and 13 repeats, with cadences between 1 day and 8 months. The total area of the pilot survey footprint is 5 131 square degrees, covering six distinct regions of the sky. An initial search of two of these regions, totalling 1 646 square degrees, revealed 28 highly variable and/or transient sources. Seven of these are known pulsars, including the millisecond pulsar J2039–5617. Another seven are stars, four of which have no previously reported radio detection (SCR J0533–4257, LEHPM 2-783, UCAC3 89–412162 and 2MASS J22414436–6119311). Of the remaining 14 sources, two are active galactic nuclei, six are associated with galaxies and the other six have no multi-wavelength counterparts and are yet to be identified.

Identifying important policy outputs has long been of interest to political scientists. In this work, we propose a novel approach to the classification of policies. Instead of obtaining and aggregating expert evaluations of significance for a finite set of policy outputs, we use experts to identify a small set of significant outputs and then employ positive unlabeled (PU) learning to search for other similar examples in a large unlabeled set. We further propose to automate the first step by harvesting “seed” sets of significant outputs from web data. We offer an application of the new approach by classifying over 9,000 government regulations in the United Kingdom. The obtained estimates are successfully validated against human experts, by forecasting web citations, and with a construct validity test.

Fluctuations in the volume and the value of financial remittances received from abroad affect the livelihood of households in developing economies across the world. Yet, political scientists have little to say about how changes in remittances, as opposed to the receipt of remittance payments alone, affect recipients’ political attitudes. Relying on a unique four-wave panel study of Kyrgyz citizens between 2010–2013 and a cross-sectional sample of 28 countries in Central Eastern Europe, the Caucasus and Central Asia, we show that when people experience a decrease (increase) in remittances, they become less (more) satisfied about their household economic situation and misattribute responsibility to the incumbent at home. Our findings advance the literature on the political consequences of remittance payments and suggest that far from exclusively being an international risk-sharing mechanism for developing countries, remittances can also drive fluctuations in incumbent approval and compromise rudimentary accountability mechanisms in the developing world.

This is a cross institution project involving four Institutes of Technology in Ireland. The objective of this project is to assess the use of technology to enhance the assessment of laboratory sessions in Science and Health. In science, health and engineering, the laboratory sessions are at the core of the learning process for skill development. These laboratory sessions focus on the skills acquisition. The Irish Institute of Technology sector, in particular, develops these skills and considers them essential for ‘professionally ready’ graduates. In terms of student progression and retention, the assessment structure has been identified as having a significant impact on student engagement.

The Technology Enhanced Assessment Methods (TEAM) project led by Dundalk Institute of Technology and partnering with Institute of Technology Sligo, Athlone Institute of Technology and Institute of Technology Carlow is exploring the potential offered by digital technologies to address these concerns. It aims to develop a framework for applying the principles of effective assessment and feedback to practical assessment. The TEAM project also aims to facilitate dialogue among stakeholders about what it is we want student to learn in laboratory sessions and how our assessment can facilitate this. A peer network of discipline-specific academics and students in the Science and Health field has been established across all four Institutes. As the network focuses on authentic skills assessment in all core modules, including physics and chemistry, the best practice from this project will inform future assessment procedures across laboratory sessions and may be considered for application within a Science and Materials Engineering context.

Assessing the skills acquired in this environment takes many forms. Using student and stakeholder feedback along with an extensive literature review of the area, the team identified key technologies that cut across science and health disciplines, with the potential to influence and enable the learning process. The emphasis was on developing a powerful learning environment approach to enable students to deepen their learning through engagement with the process. The areas identified are: (i) Pre-practical preparation (videos and quizzes), (ii) Electronic laboratory notebooks and ePortfolios, (iii) Digital Feedback technologies and (iv) Rubrics).

This paper describes the student experience and perceptions of the adoption of digital technology in science practical assessments. It also describes the process involved in setting up the pilot structure and it presents the initial results from the student survey.

The fossil brachiopods of the Caribbean region are reasonably well known following publication of Cooper's (1979) monograph; however, the Jamaican fauna was not considered in this volume. Until recently, only Trechmann (1927, 1930) had described and figured fossil brachiopods from the island. Harper (1993; Harper and Donovan, 1990) has recently revised Trechmann's identifications and added to the still small faunal list, which includes two Cretaceous and 11 Cenozoic species (excluding those discussed below). Further specimens continue to be found and the present communication is a description of a significant collection of small terebratellaceans from the top of the Paleocene to Eocene Richmond Formation of eastern Jamaica. One of the two species described herein was originally recognized on the basis of three brachial valves as Argyrotheca sp. 1 in Harper (1993). The availability of superior material has confirmed the uniqueness of this species and has permitted adequate description and diagnosis. All specimens described herein are deposited in the James Mitchell Museum of University College, Galway (JMM), and the British Museum (Natural History), London (BMNH).

Remittances are a significant source of foreign exchange for developing economies. I argue that remittances, due to their compensation and insurance functions, will increase the general income level and economic security of recipients, thereby reducing their perceived income risk. Over time, this will dampen demand from recipients for government taxation and social insurance. Therefore, I expect increases in income remitted to an economy to result in reduced levels of social welfare transfers at the macro-level. This dynamic can help us to understand spending patterns in developing democracies, and the absence of demand for social security transfers in countries with high levels of inequality and economic insecurity. I test this argument with a sample of 18 Latin American states, over the period 1990 to 2009, and subject the central causal mechanism to a battery of statistical tests. The results of these tests provide strong support for this argument.

“Complete” crinoids are rare fossils in the lower Paleozoic of Ireland. Cryptanisocrinus kilbridensis n. gen. and sp., from the Upper Llandovery (Telychian) Finny School Beds of the upper Kilbride Formation, County Mayo, is an anisocrinine homalocrinid and the first Irish lower Paleozoic flexible crinoid. The unique holotype is an external mold without counterpart that does not retain the anal series. Cryptanisocrinus kilbridensis has a kylixiform dorsal cup, a low but prominent, infrabasal circlet, low, triangular basals, arms that branch isotomously at least three times, and two interprimibrachial plates in each interray, the lower of which is the larger.

This article examines the relationship between politically motivated murder, martyrdom, and the death penalty in Britain and Ireland in the period from 1939 to 1990. First, it investigates the nexus between historical experience and memory, political martyrdom, and capital punishment as it applied to Irish Republicans in Britain during the Second World War. Secondly, it examines the use of extraordinary legal powers to impose the death penalty in the Irish state during the “Emergency,” and charts the processes through which the threat of capital punishment continued to be perceived as an essential instrument of security in both Irish jurisdictions in the postwar period. Thirdly, it evaluates the effectiveness of the death penalty in deterring politically motivated murder and explores the anomalous, paradoxical decision to abolish capital punishment at the height of subversive killing in Northern Ireland. The essay concludes that the national security issue and the potential martyrdom of Irish Republicans were pivotal factors in dissuading successive British governments from reintroducing the death penalty for politically motivated offenses in Britain and Northern Ireland.
