Joseph Persky's excellent book, The Political Economy of Progress: John Stuart Mill and Modern Radicalism, shows that J. S. Mill's support for socialism is a carefully considered element of his political and economic reform agenda. The key thought underlying Persky's argument is that Mill has an ‘evolutionary theory of justice’, according to which the set of institutions and practices that are appropriate to one state of society should give way to a new set of institutions as circumstances change and the people themselves improve. However, Persky does not spend a great deal of time discussing Mill's theory of reform, in particular the principles he believes should guide our reform efforts. Reflecting on these principles – notably his principle of impartiality or equal treatment – shows the consistency of Mill's thought over time.

Most arguments in support of act utilitarianism are elaborations of one of two basic strategies. One is the consequentialist strategy. This strategy relies on the consequentialist premise that an act is right if and only if it produces the best possible consequences and the welfarist premise that the value of a state of affairs is entirely determined by its overall amount of well-being. The other strategy is based on the idea of treating individuals respectfully and resolving conflicts among individuals in whatever way best conforms to that idea. Although both of these strategies can be used to argue for the principle of act utilitarianism, they are significantly different from each other, and these differences cause them to have different strengths and weaknesses. It emerges that which argumentative strategy is chosen by a proponent of act utilitarianism has a large impact on which virtues her view has and which objections it is vulnerable to.

Why has Sidgwick's political philosophy fallen into oblivion while his ethics continues to be celebrated? Not because his performance in that field was inferior, nor because his choice of topics has become outdated, nor because his conclusions were largely conservative. Instead the problem stems from the weight he attached to common sentiments and beliefs in his application of the utility principle, illustrated by his treatment of topics such as secession and colonialism. Moreover his Elements of Politics is arranged in such a way that he never has to confront the basic question of what makes states legitimate. This means that neither political moralists, who want to see the utility principle applied in more radical fashion, nor political realists, for whom the problem of establishing political order is central, find much to commend in his political philosophy.

Total views imply what Derek Parfit has called ‘the repugnant conclusion’. There are several strategies aimed at debunking the intuition that this implication is repugnant. In particular, it goes away when we consider the principle of unrestricted instantiation, according to which any instantiation of the repugnant conclusion must appear repugnant if we should be warranted in relying on it as evidence against total theories. However, there are instantiations of the conclusion where it doesn't seem to be at all repugnant. Hence there is nothing repugnant about the repugnant conclusion as such. The faults with total views have nothing to do with large numbers or with the conclusion as such. It is possible, if you like, to correct these putative faults even if you adopt some total view (different from utilitarianism).

In The Political Economy of Progress, Joseph Persky argues for seeing John Stuart Mill as a consistent ‘radical’ with much to offer modern ‘radical’ political discourse. In this article, I further this claim with consideration of Mill's political philosophy, as well as his political economy. Exploring Mill's commitment to radical reordering of the economy, as well as emphasizing his commitment to egalitarianism; his historically nuanced view of ‘the progress of justice’; and his desire for a transformation of social (and economic) relations allows us to see more clearly how Mill's radicalism was a specific species of socialism. That is, Mill's early radical enthusiasm for the ideals of ‘liberty, equality and fraternity’ is also to be seen in his later socialism. Recognizing his ‘radicalism’ as a species of socialism allows greater understanding of the depth, importance and ‘radicalism’ of Mill's desired socialist reforms.

I examine the two-level utilitarian case for humane animal agriculture (by R. M. Hare and Gary Varner) and argue that it fails on its own terms. The case states that, at the ‘intuitive level’ of moral thinking, we can justify raising and killing animals for food, regarding them as replaceable, while treating them with respect. I show that two-level utilitarianism supports, instead, alternatives to animal agriculture. First, the case for humane animal agriculture does not follow from a commitment to two-level utilitarianism combined with a commitment to respecting animal lives. Second, the two-level utilitarian case falls prey to a compartmentalization problem and cannot uphold both respect and replaceability. What I call ‘humane lives’ are not appropriately valued by the lights of two-level utilitarianism itself.

In this article I provide a conceptual analysis of an underexplored issue in the debate about effective altruism: its theory of effectiveness. First, I distinguish effectiveness from efficiency and claim that effective altruism understands effectiveness through the lens of efficiency. Then, I discuss the limitations of this approach in particular with respect to the charge that it is incapable of supporting structural change. Finally, I propose an expansion of the notion of effectiveness of effective altruism by referring to the debate in political philosophy about realism and the practical challenge of normative theories. I argue that effective altruism, both as a social movement and as a conceptual paradigm, would benefit from clarifying its ideal, taking into account the role of institutions, and expanding its idea of feasibility.

In his influential article on the ethics of eating animals, Alastair Norcross argues that consumers of factory raised meat and puppy torturers are equally condemnable because both knowingly cause serious harm to sentient creatures just for trivial pleasures. Against this claim, I argue that those who buy and consume factory raised meat, even those who do so knowing that they cause harm, have a partial excuse for their wrongdoings. Meat eaters act under social duress, which causes volitional impairment, and they often act from deeply ingrained habits, which causes epistemic impairment. But puppy torturers act against cultural norms and habits, consciously choosing to perform wrongful acts. Consequently, the average consumer of factory raised meat has, while puppy torturers lack, a cultural excuse. But although consumers of factory raised meat aren't blameworthy, they are partially morally responsible for their harmful behavior – and for this, they should feel regret, remorse, and shame.

As is already well known, subjective consequentialists face a challenge which arises from the fact that many (perhaps even most) of the consequences of an action are unforeseeable: this fact makes trouble for the assignment of expected values. Recently there has been some discussion of the role of ‘indifference’ principles in addressing this challenge. In this article, I argue that adopting a principle of indifference to unforeseeable consequences will not work – not because of familiar worries about the rationality of such indifference principles, but because subjective consequentialist theories which adopt such principles end up entailing either deontic indeterminacy or arbitrary deontic variance. This is because of another well-known fact: that possibilities do not ‘agglomerate’.

Derek Parfit defends the Imprecise Lexical View as a way to avoid the Repugnant Conclusion. Allowing for ‘imprecise equality’, Parfit argues, makes it possible to avoid some well-known problems for the Lexical View. It is demonstrated that the Lexical View (without imprecise equality) has stronger implications than envisaged by Parfit; moreover, his assumption of Non-diminishing Marginal Value makes the Lexical View collapse into a much stronger view, which lets the two appear incompatible. Introducing imprecise equality does not address the latter problem. But it does makes it possible for the Imprecise Lexical View to soften the discontinuities it would otherwise face, at the cost of blurring the difference between options.

However, if Non-diminishing Marginal Value is rejected, the remaining complications for the resulting most plausible version of the Imprecise Lexical View, including a confrontation with Arrhenius’ Non-Elitism Condition, may be within a range where the view largely remains defensible.

In the first two volumes of On What Matters, Derek Parfit argues that three major normative theories – Kantianism, Contractualism and Rule Consequentialism – are, in their most defensible forms, compatible, and can be reconciled in what he calls ‘Triple Theory’. This has led many to assume that Parfit does not believe that Act Consequentialism is a defensible form of Consequentialism. We draw on correspondence with Parfit to show that this assumption is incorrect. We then consider Parfit's efforts, in the third volume of On What Matters, to narrow the differences between Act Consequentialism and the triple theory, in part by treating impartial rationality as an external rival to morality, in much the same way that egoism is an external rival to morality. We argue that Parfit's attempts to bridge the gap between Act Consequentialism and Triple Theory meet with only limited success.

McCabe and Turner raise a number of perceptive points concerning my treatment of John Stuart Mill's political economy of progress and its relation to socialism. In giving context to their points this article first tries to clarify Mill's understanding of socialism as anchored in his positive classical economics. Mill the utilitarian philosopher endorses socialism, but he anticipates its arrival based on his materialist understanding of history. In this materialist context, the article argues that Mill expects the economy of worker cooperatives to advance from one focused on relational equality to one focused on luck egalitarianism. This shift is again supported by Mill's own utilitarian principles, but it is ultimately the product of what he anticipates will be the political economy of the cooperative mode of production.

R. M. Hare has an ambitious project of arguing from a limited set of premises about the nature of moral thought and language all the way to substantive utilitarian conclusions. I reconstruct Hare's argument, identify an important problem for Hare, and then develop and endorse a restricted Hare-like argument. This argument is less ambitious than Hare's, and does not substantiate utilitarian conclusions on its own, but I demonstrate that it nonetheless imposes important constraints on moral judgements and I indicate how it can play a role in a larger argument for utilitarian conclusions.

Civilian Immunity (‘Immunity’) is the legal and moral protection that civilians enjoy against the effects of hostilities under the laws of armed conflict and according to the ethics of killing in war. Immunity specifies different permissibility conditions for directly targeting civilians on the one hand, and for harming civilians incidentally on the other hand. Immunity is standardly defended by appeal to the Doctrine of Double Effect (DDE). We show that Immunity's prohibitive stance towards targeting civilians directly, and its more permissive stance towards harming them incidentally, can be defended without appealing to the DDE if agents suffer from overconfidence. Overconfidence is a cognitive bias that affects agents who are required to make decisions in the presence of significant uncertainty.

According to luck egalitarianism, it is unjust if some are worse off than others through no fault or choice of their own. The most common criticism of luck egalitarianism is the ‘harshness objection’, which states that luck egalitarianism allows for too harsh consequences, as it fails to provide justification for why those responsible for their bad fate can be entitled to society's assistance. It has largely gone unnoticed that the harshness objection is open to a number of very different interpretations. We present four different interpretations of the harshness objection in which the problem pertains to counterintuitive implications, badness of outcome, disproportionality, or inconsistency, respectively. We analyse and discuss appropriate luck egalitarian replies. Disentangling these different versions clarifies what is at the heart of this dispute and reveals the point of the harshness objection. We conclude that only the inconsistency version involves a durable problem for luck egalitarianism.

Many endorse the Bad-Difference View (BDV) of disability which says that disability makes one likely to be worse off even in the absence of discrimination against the disabled. Others defend the Mere-Difference View (MDV) of disability which says that, discounting discrimination, disability does not make one likely to be worse (or better) off. A common motivation for the BDV is the Options Argument which identifies reduction in valuable options as a harm of disability. Some reject this argument, arguing that disabled people's prospects aren't hindered by having fewer options. In this article, I defend the Options Argument by arguing that, in disability cases, possessing a greater number of valuable options seems to overall improve well-being prospects. As such, the Options Argument appears to be sound and – although it doesn't establish the BDV – it lends plausibility to the BDV by identifying a potentially significant cost of disability.

While morality prohibits us from creating miserable children, it does not require us to create happy children. I offer an actualist explanation of this apparent asymmetry. Assume that for every possible world W, there is a distinct set of permissibility facts determined by the welfare of those who exist in W. Moral actualism says that actual-world permissibility facts should determine one's choice between worlds. But if one doesn't know which world is actual, one must aim for subjective rightness and maximize expected actual-world permissibility. So, because one should expect actual people to be worse off than they could have been if one creates a miserable child, creating a miserable child is subjectively impermissible. And because one should expect actual people to be at least as well off as they could have been if one fails to create a happy child, failing to create a happy child is subjectively permissible.

On certain plausible views, if humanity were to unanimously decide to cause its own extinction, this would not be wrong, since there is no one whom this act would wrong. We argue this is incorrect. Causing human extinction would still wrong someone; namely, our forebears who sacrificed life, limb and livelihood for the good of posterity, and whose sacrifices would be made less morally worthwhile by this heinous act.

I suggest that Sidgwick, in his controversial “distinction passage,” has Schopenhauer in mind as someone who denies egoism on the ground that there are no separate individuals. I then reconstruct Sidgwick's argument in the passage. I take him to be defending a presupposition of the case for choosing egoism over utilitarianism. He is claiming that there are separate individuals. I close by rejecting alternative interpretations, on which Sidgwick is arguing directly for egoism.

This article argues that Bernard Mandeville's ideas were more likely to have influenced Jeremy Bentham's writings than previously believed. The conventional interpretation of Mandeville as a forerunner of the Hayekian “theory of spontaneous order” has obscured Mandeville and Bentham's shared emphasis on legal and interventionist solutions for the issues of prostitution and prisoners. This influence is evinced by focusing on some of Mandeville's minor works, which anticipated some of Bentham's arguments. It is unlikely that Bentham directly knew of Mandeville's minor works, but his reformist and interventionist bent was consistent and discernible in the Fable, which Jeremy Bentham read in his youth.
