2 The official title is THE U.S. Proposals For Amendments To The Draft Convention On The Law Of The Sea (1982), circulated by the U.S. Government to Conference members.

3 The Draft Convention was accepted by UNCLOS on April 30, 1982 by a vote of 130-4-17. The United States was one of four states voting against the Convention.
