Les Nations Unies et le retour au pays des personnes déplacées

Selon le Haut Commissariat des Nations Unies pour les réfugiés (HCR), il y avait en 1970 2,5 millions de réfugiés dans le monde. Dix ans plus tard, ils étaient 11 millions. Au début des années 90, ce sont en moyenne quelque 10 000 personnes qui, chaque jour, ont été forcées de fuir au-delà des frontières de leur pays par des guerres civiles toujours plus nombreuses. En 1993, le nombre des réfugiés était estimé à 18,2 millions. En outre, il y avait dans le monde au moins 24 millions de personnes déplacées é l'intérieur des frontières de leurs pays (HCR, 1993:1). La situation s'est encore aggravée en 1994, en particulier sur le continent africain. Au cours de ces dernières semaines, bien plus d'un million de réfugiés ont fui les combats au Rwanda.
