Mr. Malik and Mr. Hamdani stated that Mr. Balafrej was a Pakistani national and a member of the Pakistani delegation. Mr. Hoppenot, pointing out that Mr. Balafrej was listed in the Secretariat handbook on delegations, insisted that the Secretariat certify to Mr. Balafrej's competence to sit with the delegations. When a letter from the Secretariat was read so certifying, Mr. Hoppenot considered the matter closed as no longer a delegation problem.
