The Memorandum of Understanding (MOU) on Port State Control in the Caribbean Region is the fourth in a series commencing in 1982 with the Paris Memorandum (Europe). The other two cover the Latin American (1992) and Asia Pacific (1993) regions, and further regional developments are in the offing. These documents represent an innovative exercise by port states at the regional level to guard against accidents and pollution caused by vessels that do not conform with generally accepted international rules and standards. Following the practice of the Paris MOU, most also ensure conformity with international standards for seafarers to ensure acceptable living and working conditions on board ships. Each MOU identifies the relevant rules by reference to specific conventions adopted under the auspices of the International Maritime Organization (IMO) and the International Labor Organization (ILO).

On December 29, 1996, the Guatemalan government and guerrillas of the Unidad Revoludonaria Nadonal Guatemalteca (Guatemalan National Revolutionary Unity) (URNG) signed an “Accord for a Firm and Lasting Peace,” formally ending Central America's longest and bloodiest internal armed conflict. According to estimates by Guatemalan human rights groups, brutal counterinsurgency campaigns by the army and civil defense groups took over 100,000 lives, resulted in the “disappearance” of some 40,000 others, and produced hundreds of thousands of refugees and internally displaced persons.

The Hungarian-Romanian Treaty of Understanding, Cooperation and Good Neighborliness is the latest in a series of 13 framework treaties concluded by Hungary after 1989, regulating fundamental elements of interstate contact and settling certain specific disputes. That is why both parties refer to it as the Hungarian-Romanian “Basic Treaty”, as is the case with the two most frequently discussed forerunners to it, the Hungarian-Ukrainian Basic Treaty (done at Kiev on December 6, 1991 and entered into force on June 16, 1993), and the Hungarian-Slovak Basic Treaty (done at Paris on March 19, 1995 and entered into force on May 15, 1996).

On February 15, 1997, 69 countries agreed to provide market access to some or all of their basic telecommunications sectors. These 69 countries represent over 90% of the world's basic telecommunications revenues. This achievement came after two unsuccessful attempts to negotiate a multi-lateral agreement on basic telecommunications under the auspices of the World Trade Organization (“WTO”). It was an achievement warmly welcomed by consumers and suppliers of basic telecommunications services.

Participants have approved 25 schedules; the share of world trade in information represented in the 25 schedules is more than 92 percent; the schedule of concessions should be released through the internet.

In the Dayton Accords, signed 14 December 1995, the Federation of Bosnia and Herzegovina (Federation) and the Republika Srpska (RS) agreed to establish an Inter-Entity Boundary Line (IEBL) and agreed to final and binding arbitration on the allocation of control over the Brcko area; composition of arbitral tribunal; application of UNCITRAL rules of procedure and of relevant legal and equitable principles

Loizidou, a Cypriot national, filed an application with the Commission against Turkey on 22 July 1989; Cyprus referred the case to the Court on 9 November 1993; the hearing on the merits was held on 25 September 1995; appearances.

Articles 1-14 [The Helms Burton Act is illegal; Cuba is willing to pay adequate and just compensation for expropriated property; such compensation will be denied to persons or corporations that invoke the Helms-Burton Act; currency regulations concerning Cubans living in the U.S.; procedure for filing claims for damages caused by the Batista dictatorship; the aim of Cuba is to block the application of the Helms-Burton Act.

Each person covered by these Rules (as defined in paragraph 1 of Section IV below and hereinafter called “covered person”) shall be independent and impartial, shall avoid direct or indirect conflicts of interest and shall respect the confidentiality of proceedings of bodies pursuant to the dispute settlement mechanism, so that through the observance of such standards of conduct the integrity and impartiality of that mechanism are preserved. These Rules shall in no way modify the rights and obligations of Members under the DSU nor the rules and procedures therein.

The Heads of State of the OSCE met to assess the situation and establish a cooperative foundation for common security; respect for human rights; early warning, conflict prevention, crisis management and post-conflict rehabilitation; arms control; freedom of the press and media; identification and assessment of security-related economic, social and environmental problems; noting achievements of the OSCE Mission to Bosnia and Herzegovina; supporting the sovereignty and territorial integrity of Georgia; noting the improving situations in Moldova and Chechnya; noting the need for further dialogue with Mediterranean partners, Japan and South Korea; future meetings

The Preparatory Committee will meet three times in 1997 and one time in 1998 to complete the drafting of a convention on the establishment of an international criminal court; a diplomatic conference of plenipotentiaries will be held in 1998; the UN Secretary-General will establish a fund for participation of the least developed countries in the work of the Preparatory Committee and the diplomatic conference.
