[The decision of the United States District Court for the District of Puerto Rico of October 3, 1966, denying the motion of Investors Overseas Services (I.O.S.) to enjoin the Securities and Exchange Commission (S.E.C.) from conducting an administrative proceeding against I.O.S. is reported at 5 International Legal Materials 1003 (1966). A memorandum of the S.E.C. filed in the District Court appears at 5 International Legal Materials 1016 (1966). In an order of February 14, 1967, the United States Court of Appeals for the First Circuit denied a motion of I.O.S. for a stay of the S.E.C. proceedings pending appeal of the District Court's decision.
