The Guidelines for Transfers of Nuclear-Related Dual-Use Equipment, Material and Related Technology are reproduced from International Atomic Energy Agency document INFCIRC/254/Rev. I/Part 2, July 1992. (To implement these Guidelines, in accordance with section 309(c) of the U.S. Nuclear Non-Proliferation Act of 1978 [17 I.L.M. 397 (1978)], the U.S. Department of Commerce will be publishing regulatory revisions to its Nuclear Non-Proliferation Controls.)
