[The Treaty on the Non-Proliferation of Nuclear Weapons, done July 1, 1968, appears at 7 I.L.M. 809 (1968). The guidelines of the International Atomic Energy Agency for safeguard s agree ments under the Non-Proliferation Treaty appearat 10 I.L.M .855 ( 1971).

[The Final Declaration of the Review Conference of the Parties to the Treaty on the Non-Proliferation of Nuclear Weapons appears at 14 I.L.M. 1061 (1975).]
