Thanks to the greatly increased interest in the experiences of young people leaving state care, there is now a much better understanding of how vulnerable this group is when making the transition to adulthood. It is also now clear that there must be interrelated formal and informal support provided to young people when leaving and after leaving care if their life chances are to be significantly improved. This article extends the logic of that systemic thinking to embrace the challenge of globalisation as a necessary aspect of contemporary thinking about care leaving. It recognises the difficulties in developing an international perspective but suggests a model for promoting cross national exchange. An agenda is suggested around which global networking could be built in order to ensure that advances being made for care leavers in any one country are both secured against the negative impact of globalisation and become part of a global resource.

A research-led reform strategy is urgently required in the field of child protection in Australia. While international research can be a valuable resource, a strong research base which is relevant to this country’s needs, legislation and service systems is essential. Two recent audits of Australian research completed over the past decade – one on out-of-home care and the other on child protection more broadly – have highlighted significant gaps in existing research. There is a number of important topics that have not been addressed – as well as an over-reliance on small-scale, qualitative studies and a very low level of funding for research. This paper explores these gaps and identifies crucial areas for development, encompassing: the development of a national child protection and out-of-home care research agenda; adequate funding for research, especially for multi-site, cross-jurisdictional studies; and closer collaboration between researchers, policymakers and practitioners to close the gap between what we know and what we do.

A number of key authors maintain sibling relationships are absolutely crucial when considering out-of-home care options, while policy derived from theory and practice must guarantee that the best interests of the child(ren) are taken into account. Furthermore, placing siblings together is most likely to be a protective factor against placement breakdown. This being the case, care plans should focus on ensuring sibling connectedness and the maintenance of emotional bonds into adulthood.

This paper discusses current out-of-home care policy and practice in Western Australia which incorporates research from (1) attachment theory, (2) family structure, (3) cultural diversity, (4) development, (5) contact, (6) care planning, and (7) long-term care to provide guidance when considering siblings entering the out-of-home care system. The authors contend that this approach improves decision making practice and is consistent with new legislation — the Children and Community Services Act 2004, which is expected to be introduced in Western Australia on 1 March 2006, and which has as its underlying principle the best interests of the child.

We all know what we personally find supportive and unsupportive. However, transforming the everyday ordinariness of what we experience as support into professional practice is not quite as simple as it may seem.

This paper explores some of the theories of support, how support works (including dilemmas for givers and receivers of support), supportive relationships and non-support. The theoretical material is illustrated with findings from research undertaken at a small inner city Melbourne foster care agency, Share Care. Birth parents, caregivers and social workers talk about their experiences as givers and receivers of support.

The research findings, in association with the theoretical material, provide insights into what could be seen as ‘best practice’ in terms of foster care support.

Notions of childhood have been debated through time and place. This paper works from the understanding of childhood as an adult imposed, socially constructed and culturally transmitted concept. This paper provides a typology often ways in which adults construct children and childhood. The authors assert that in the process of defining children, adults necessarily and simultaneously define their own position/s in relation to children. Thus for each of the ten constructs of childhood, the authors present ten types of relationship adults consciously or unconsciously impose upon themselves when they work from these constructions. The authors intend that the typology presented creates a beginning tool for conscious, critical reflection of how we are perceiving children and how this perception may drive our work and relationships with them. It may also provide a reflective tool for imagining working differently with children in ways which better serve them (and us!).

In 2005 the Institute of Child Protection Studies, Australian Catholic University, was approached by the ACT Government and asked to evaluate the ‘child centredness’ of its child protection policies and procedures. An early review of the literature discovered some use of the term ‘child centred’ in government documents but very little clear indication of its meaning in the theoretical and empirical literature. This paper canvasses the literature and develops a set of principles for child centred practice which may apply to all child and family agencies. In developing these principles, the researchers identified four key themes which provide a broad, overarching framework for child centred approaches. These themes emphasise the importance of: recognising critical time frames in childhood and adolescence; taking into account the developmental needs of children and young people in all practice contexts; providing children and young people with appropriate opportunities to participate in decisions that affect them; and promoting a collaborative approach to influencing children’s multiple environments. The researchers claim these principles can be used to provide the basis for evaluating policies and practices and for ongoing training.

Australia is experiencing major difficulties attracting and retaining foster carers. This crisis in recruitment has focused attention on whether fostering can continue to rely on voluntary carers. This paper examines data from a 2003/4 survey of foster carers in New South Wales commissioned by the Department of Community Services. The research explores carers’ perceptions of the nature of the fostering role and examines these in relation to three dimensions of professionalisation: training, support and payment. The findings indicate that the majority of carers believe fostering should be regarded as a professional or semi-professional role. Among these carers, there was a higher level of support for the three dimensions of professionalisation compared to carers who regard their role as voluntary. Differences in perceptions were not attributable to other socio-demographic characteristics, aside from education levels. This paper also addresses the policy implications of these findings for the future recruitment and retention of carers.

This paper describes and reflects on a Western Australian initiative in which a university Department of Social Work and Social Policy developed a partnership with a major hank’s staff charity and the West Australian Association of Young People in Care (WAAYPIC) to develop a preparatory Life Skills Workshop and a Peer Mentoring programme for young people about to leave State care. The programme was designed and provided by WAA YPIC members.

The paper reflects on partnership processes in securing funding and implementing two pilot projects for care graduates. There is a review of predominantly United Kingdom and Australian research literature on the experiences and life-chances of young people leaving the care of the ‘government as parent’. Notions of social justice and ‘good enough parenting’ are challenged. While their peers living with birth parents are leaving home in their mid-20s, able to rely on emotional and financial support from their families, the average age of leaving care is 17 years and the quality and continuity of emotional and financial support is problematic.

The author describes and reflects on local initiatives in leaving care policies and programmes and goes on to reflect on the growing arguments for a national system of service standards and necessary funding to achieve these standards. Recent UK initiatives are reviewed in the context of the 2005 FACE TO FACE Workshop on leaving care needs and policies in Australian States and Territories.

In recent years significant focus has been placed on the first few years of a child’s life and how their experiences during this time can shape their future development (McCain & Mustard, 1999). Social policy and programs that enhance the capacity of children and their families so that positive outcomes for children are ensured are being developed and implemented throughout Australia. This paper takes up the topic, initially introduced in Children Australia (Vicary et al. 2005), but turns the focus to Aboriginal children. Despite the advances in early years policy and programs development, marginalised children, particularly those from Aboriginal backgrounds, continue to be overlooked in terms of consultation (Vicary 2002).

The ramifications of this lack of consultation are profound in terms of cultural appropriateness and sensitivity. The Western Australian Office for Children and Youth has refined a model for the engagement of Aboriginal children in social policy consultation. The model is inclusive of diversity and targets the children who normally would not have their voices heard in the development of social policy. The following paper will describe the Aboriginal Child Engagement Model developed by the Office for Children and Youth in consultation with children, young people and adults from Aboriginal backgrounds. The model consists of six steps, and takes the non-Aboriginal worker from the initial engagement phase through to evaluation and relationship consolidation. The proposed model is further delineated by a case study.

The aim of this paper is to review the Australian and international literature on social and emotional issues affecting children in kinship foster care and to examine stresses experienced by kinship foster carers.

There is a growing trend of kinship foster care as an alternative form of care for children in Australia and overseas which is attributed to factors such as child abuse, parental incapacity, parental incarceration, and parental substance misuse. The ideology supporting the use of kinship care is that it is in the child’s best interests because it helps them to maintain ties with their family of origin.

A comprehensive search of the literature on kinship care was undertaken and articles addressing social and emotional issues of children in kinship care or their carers were selected for critical review.

The literature suggests that children placed with kinship foster carers suffer from a range of social and emotional issues and these may impact on outcomes in adulthood. The existing literature does not, however, adequately differentiate the impacts of kinship care itself from the children’s pre-existing difficulties and there is a paucity of literature comparing kinship care outcomes with outcomes for children who have experienced other forms of out-of-home care. Common factors experienced by kinship foster carers that can make it challenging for them to deal with children’s issues are economic disadvantage, stress, health issues and lack of resources.

In conclusion, this review supports the arguments for assessment and interventions for children in kinship foster care; and support, parent training and interventions for kinship carers. Longitudinal studies are needed in this area.

In Australia the rate of local or ‘known’ child adoptions is very low. Figures from the US and the UK (England only) are presented to highlight this issue. Adoptions from State ‘care’ are especially low compared with these other countries. This article explores public and professional commentary that may have contributed to the decline in the use of adoptions in Australia. Given that adoption offers the most permanent alternative care arrangement, suggestions are then made as to how adoption might become a more frequently used route out of State care for some Australian children.

Young people ‘ageing out of care’ have to manage multiple transitions – leaving ‘home’, moving into independent accommodation, leaving school and trying to find work or some other means of support, becoming financially independent, and often becoming parents - at a much younger age and with fewer resources and supports than other young people their age. This paper presents the findings of the fourth interview in the follow-up to the Longitudinal Study of Wards Leaving Care study in New South Wales, and focuses on three main questions. How were these young people faring 4–5 years after leaving care compared with other young people their age? How were they faring compared with their circumstances and outcomes 12 months after leaving care? What predicted better outcomes and not-so-good outcomes? While the pattern of low levels of educational attainment, and high rates of unemployment, mobility, homelessness, financial difficulty, loneliness and physical and mental health problems was consistent with that from other research in England, Ireland, Canada and the United States, some young people were faring quite well and much better than others. Understanding why is important in trying to support young people leaving care. The paper highlights some of the implications for policy and practice.

This paper outlines the possibilities and tensions that emerge in legal and social discourse when popular images and narratives of children as ‘at risk’ are juxtaposed with more revised constructions of the child as capable and autonomous. The paper explores this shift in representation of children against a background of extensive family law reform currently under way in Australia. It then reports insights from a pilot study which found that children ‘to and fro’ between accounts of hurt and powerlessness associated with divorce, and their desire to participate in the processes and decisions taking place around them. The paper posits that discourses of participation taken up in research, practice and policy need to acknowledge a dialectic relationship between agency and vulnerability if we are to respond to children in ways that include rather than marginalise. The paper concludes by highlighting some of the challenges that exist for researchers and practitioners seeking to be open to new ways of thinking about children’s lives – ways based on an ethic that refuses the kind of normalisation and neat analyses conventionally pursued through research endeavours.

Ballarat Family Services is the service that has evolved in Ballarat, Victoria as a result of a Department of Human Services initiative, the Family Support Innovation Projects. More than two years after the commencement of the program, Ballarat Family Services is leading a major re-orientation of the service system for families who have borderline involvement with the statutory Child Protection system. This re-orientation involves all parts of the service system, including the nature of the collaborative relationships between non-government agencies and the statutory Child Protection Agency. It has also led to Ballarat Family Services revisiting the nature and purpose of the practice of family support work. This paper will give an overview of the development of Ballarat Family Services and go on to outline the lessons learned in practice, placing them in the context of current theory and research.

On any given night in Victoria, around 4,000 children and young people live under the care and protection of the State. For many young people, this care extends over a long period of time, sometimes until their 18th birthday. It is well documented that young people leaving State care often lack the social and economic resources to assist them in making the transition into independent living. As a consequence, the long-term life outcomes from this group are frequently very poor. A recent report from the Centre for Excellence in Child and Family Welfare in partnership with Monash University estimated that, for a typical cohort of 450 young people who leave care in Victoria each year, the direct cost to the State resulting from these poor outcomes is $332.5 million. The estimated average outcomes of the leaving care population are based on a recent survey involving sixty young people who had spent at least two years in care as teenagers. This paper provides an overview of the economic methodology used to estimate this cost, and provides discussion of the motivation for measuring outcomes in terms of costs to the State.
