Display A-1 on the next page presents comparative data from three data bases. The table includes all states that are deemed to best honor civil rights according to Freedom House's 2008 data. (http://www.freedomhouse.org/template.cfm?page=414&year=2008). The table shows the scores of these states on measures of economic freedom and protection of property rights drawn from (i) Gwartney, Lawson, and Norton, Economic Freedom of the World: 2008 Annual Report, Digital copy available from www.fraserinstitute.org, www.freetheworld.com and (ii) the Heritage Foundation, “Index of Economic Freedom” 2008 data, http://www.heritage.org/Index. (This data is used with permission of Freedom House, the Fraser Institute, and the Heritage foundation.) Note that this data does not include states that do well on measures of economic freedom and protection of property rights but which score low on protection of civil liberties, such as Singapore. Doing reasonably well at protecting property and securing economic freedom is crucial for securing civil liberties – it is clearly not in any way sufficient.
